This position is part of the Defense Human Resources Activity. The incumbent will be responsible for directing a segment of a highly technical complex administrative program (ESGR Ombudsman Services Program) which involves the development of major aspects of administration, regulation, and policy.
Duties
As a Supervisory Ombudsman Services Specialist at the GS-0301-14 some of your typical work assignments may include:
Serves as the Supervisory Ombudsman Services Specialist reporting to the ESGR Executive Director providing oversight, coordination, and support for a staff of 8 civilians and 4 military personnel and is a subject matter expert on the Uniformed Services Employment and Reemployment Rights Act (USERRA) (38 U.S.C. Chapter 42).
Directs a segment of a highly technical complex administrative program (ESGR Ombudsman Services Program) which involves the development of major aspects of administrative, regulatory and policy.
Plans, organizes, supports, and coordinates the work of team members. Directs administrative activities (such as budget, management analysis, or personnel) conducted throughout, or covering the operations of, the agency's headquarters or most of its field establishment.
Responsible for overseeing the program that provides mediation services in resolving conflicts between Reserve and National Guard members and their civilian employers.
Oversees the development and management of the National and field committee training programs and provides national level direction, management, and training to a nationwide system of over 500 volunteer Ombudsmen members of the ESGR field Committees.
Provides input to all ESGR training programs that include USERRA and/or the Ombudsmen Program and is the subject matter expert for both.
Provides oversight of the ESGR Customer Service Center to include budgetary analysis of this service and ensures compliance with processes and procedures that support inquiries and requests from seven military reserve components and employers nation-wide.
Serves as principal advisor to the Executive Director, ESGR and establishes instructions and procedures for managing volunteer Ombudsmen, determines specifics for the annual strategic plan, liaisons with federal and state agencies, and prepares written and oral responses to inquiries.
Maintains close coordination and cooperation with the U.S. Department of Labor Veterans' Employment and Training Service with respect to its administration of statutory protections afforded reservists under title 38, United States Code.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Directing an Employer Support of the Guard and Reserve (ESGR) program (ESGR Ombudsman Services Program), involving the development of major aspects of administrative, regulatory and policy;
Identifying and developing ways to resolve Uniformed Services Employment and Reemployment Rights Act (USERRA) employer/service member problems or cope with issues which directly affect the accomplishment of the organization's mission and objectives;
Communicating both orally and in writing in order to provide mediation services in resolving conflicts between military Reserve and National Guard members and their civilian employers;
Developing and managing of training programs;
Establishing scope, timeframes and deadlines associated with the overall mission of assigned programs
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
