Duties

Coordinate, conduct and direct the onsite inspection of proposed oil and gas activities in areas involving highly complex environmental and political issues. Receive and process geophysical Notices of Intent and energy related rights-of-way in accordance with regulations. Receive and process applications for recreation and monitor compliance for recreation and wilderness. Conduct and/or attend meetings with oil and gas/mining operators to keep the District Office informed and resolve any surface use issues. Promote internal and external communication and coordination, including local interest groups, individuals, users, the general public, State and local government, and other Federal personnel. Prepare and direct preparation of environmental documents. Coordinate with specialists from other resources to protect the environment.

Requirements

Qualifications

In addition to meeting the education requirement: For the GS-07 grade, you must possess one (1) full year of specialized experience at or equivalent to the GS-05 level. Experience at this level must include all the following experience: 1) assisting with field inspections 2) assisting with the processing of applications 3) participating in meetings and 4) writing experience. -OR- Have 1 year of graduate-level education leading to a master's degree or master's or equivalent graduate degree in natural resources management, chemistry, biological science, physical science, engineering, or mathematics. -OR- Have Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For the GS-09 grade, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level. Experience at this level must include all the following experience: 1) assisting in conducting Oil and Gas compliance inspections 2) assisting in processing seismic or rights-of-way or recreation applications 3) assisting in conducting meetings and 4) drafting reports. -OR- Have 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in natural resources management, chemistry, biological science, physical science, engineering, or mathematics. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For the GS-11 grade, you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level. Experience at this level must include all the following experience: 1) conducting Oil and Gas compliance inspections 2) processing seismic or rights-of-way or recreation applications 3) conducting meetings and 4) writing reports and making recommendations to management. -OR- Have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in natural resources management, chemistry, biological science, physical science, engineering, or mathematics. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Will perform fieldwork that requires strenuous hiking or climbing through heavily wooded, steep, rough terrain and lift up to 50 pounds. Fieldwork requires living in primitive conditions.

Education

This position has a positive education requirement. You may qualify for GS-401, Natural Resources Specialist, and/or GS-1301, Physical Scientist. You must submit copies of all transcripts or a list of college courses that include hours and grades from an accredited U.S. college/university. If your degree is from a Foreign Institution See Foreign Education.

For Natural Resources Specialist GS-401 series:
  • have a degree in biological sciences, agriculture, Natural Resource Management, Chemistry, Biological Sciences, or related disciplines appropriate to the position. OR
  • have a combination of education and experience - with course equivalent to one of the majors shown above, plus appropriate experience or additional education.
For Physical Scientist GS-1301 series:
  • have a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR
  • have a combination of education and experience--course work as shown above, plus appropriate experience or additional education that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. The amount of education and experience must equal 100%.
