Duties

Serve as the fire and aviation program manager with the technical authority in fire management and air operations for BLM Alaska with diverse and multi-dimensional aviation management and fire management programs. Provide administrative and technical supervision to direct subordinates and manage work through subordinate supervisors for a large and complex staff. Responsible for the development and implementation of a large, complex fire program. Interpret national guidance and develop Alaska specific policies, plans, and programs necessary to carry out all aspects of the fire and aviation program. Work with managers and external parties to gather information for the design and implementation of new and innovative high-level initiatives and strategies. Plan, organize, and oversee efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment.

  • This position is faced with emergency situations at all hours and must respond quickly. It may require long shifts or multi-day assignments under primitive living conditions during emergencies.
  • May require a one year probationary period.
  • This is a Drug Testing Designated Position. You will be required to submit to screening for illegal drug use and pass prior to appointment. This position is subject to random testing for illegal drug use.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: This position is subject to the lnteragency Fire Program (IFPM) Standard and Guide selective placement factors for a Geographic Area Fire Program Manager. This position requires the following qualifications - Currency Not Required: Have held or currently hold the NWCG qualifications or higher: Task Force Leader (TFLD) AND have held or currently hold one of the NWCG qualifications or higher: Incident Commander Type 3 (ICT3), Prescribed Burn Boss Type 2 (RXB2), or Type 2 Command and General Staff Position AND have completed any ONE of the following NWCG courses: M-581 "Fire Program Management" or M-582, Fire Program Management, Leading Complex Programs. Previous completion of Local Fire Management Leadership (LFML) or M-581, Fire Program Management or National Fire Management Leadership (NFML) meet the additional required training requirement for this position. 90 Day Prior Firefighting Experience Requirement (resume must show to and from dates and a description of work performed). The Department of the Interior defines wild land firefighting experience as on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wild land fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience, gained through militia and rural fire departments, can also be credited, as long as the total amount of this experience equates to at least 90 days. Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fire: Wildfire - An unplanned ignitions or prescribed fires that are declared wildfires. Prescribed Fire - Planned ignitions. This description includes only fire line experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-14 level that is equivalent in difficulty and complexity as indicated by the following examples: experience leading complex natural resource program(s) and working as part of a multi-disciplinary management team. Experience demonstrates responsibility for managing a variety of programs, analyzing issues, developing and executing strategies, and devising solutions to the mission program needs of the organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The position may require long shifts or multi-day assignments under primitive living conditions during emergencies. During the fire season, extended fire assignments away from the unit may be required under very stressful conditions. Field work is sometimes performed in steep terrain where surfaces may be uneven, rocky, or covered with thick vegetation. Temperatures are frequently extreme, both from weather and fire conditions where the presence of smoke and/or dust conditions are frequently severe. Work Environment: Occasionally, some exposure to discomfort or risk is encountered on field trips such as extreme heat or cold, or exposure to fire situations. Flight to remote field stations or Incident Bases will be done using small, fixed wing or rotor wing aircraft.

Education

This position has a positive education requirement which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry or at least 24 semester hours in biological sciences, natural resources, wildland fire management, forestry, or agriculture equivalent to a major field of study, plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.
