Serves as the supervisor of a state-level Watershed Team with delegated authority to coordinate and direct Watershed and Flood Prevention Operations (WFPO) and Emergency Watershed Protection (EWP) project planning and development. This position may be filled as either a Natural Resource Specialist (0401) or Civil Engineer (0810). This is a time-limited appointment not-to-exceed 3 years with possibility for extension for an additional 2 years upon approval.

Duties

Directs technical guidance and coordination of all Watershed programs within the state. Supervises and oversees all National Environmental Policy Act (NEPA) efforts relating to agency assisted projects within the water resources programs. Develops state policies and procedures to govern watershed, Emergency Watershed Protection (EWP) planning. Develops and provides training and guidance to NRCS staff, partners, stakeholders, and project sponsors on available Watershed programs including eligibility, rules, and regulations. Represents NRCS in reconciling broadly diverse and influential interests regarding watershed activities. Represents NRCS to outside groups and maintains cooperative working relationships with state agencies, private groups, and representatives of other federal agencies. Assists the State Conservation Engineer (SCE) with conducting periodic reviews of total operations in watershed and EWP planning to assure adherence to standards and policies. Develops news releases, state website updates, and conducts other information activities to promote the watershed programs in coordination with the State Public Affairs Specialist and the District Conservationists.

• This position is designated for random drug testing under Departmental Regulation DR 4430-7922-2 dated April 2011. This position must complete and pass a Pre-Employment Drug Testing before entrance on duty (EOD).
• This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996.
• Certification of compliance with 18 U.S.C. 922 (g) and (n) National Rifle Association Shotgun Safety and handling certification.
• This position requires field work where dangerous wildlife are common. Passing courses in bear safety and firearms handling on an annual basis and the legal ability to carry a firearm, are required for this position.
• A service agreement is required for authorization of relocation expenses and allowances.
• The incumbent performs duties in a supportive manner of a safe and healthy environment. The incumbent exercises caution and maintains all safety requirements when exposed to dangerous objects, chemicals, and extreme conditions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement ncluding time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level). Basic Education Requirement: 0401 Natural Resources Specialist: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education; OR 0810 Civil Engineer: Degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree be in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) http://main.abet.org/aps/accreditedprogramsearch.aspx as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR Combination of Education and Experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure--Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Boards eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test-Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses-Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum-Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provide the applicant has had a least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include: Developing plans for watershed rehabilitation; Planning soil and water resources development projects; Providing input for integrated soil and water conservation programs, and Assessing watershed and flood protection programs.
