Duties
The primary purpose of this position is: To serve as Operations Advisor, Joint Force Operations Support Division (J3) and Senior NAVWAR Analyst assisting in planning, organizing, and directing the activities of the Joint Force Operations Division, ensuring that work complies with legal and regulatory requirements and meets requirements. Fully prepared to assume role as Division Chief in absence of J3 Division Chief.
Duties:
Assists the Division Chief in planning, organizing, and directing the activities of the Joint Force Operations Support Division, ensuring that work complies with legal and regulatory requirements and meets requirements.
Provides NAVWAR subject matter expertise to joint operational warfighters.
Represents JNWC with a variety of service, installation, and functional area organizations.
Principal coordinator and primary liaison in the JNWC Joint Force Operations Division.
Leads or manages projects to provide NAVWAR analysis and solution options to operational planners for real-time, near real time, and future operational requirements.

Qualifications
Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed.
This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing.
Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.
Position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of and evaluation of Navigation Warfare (NAVWAR) principles that is sufficient to modify and extend theories and/or practices in the specialty field (e.g., marine air traffic control and landing systems) including related engineering and scientific disciplines as they apply; expert analyst who has mastered the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs. Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishment; in-depth knowledge and understanding and proficiency in Joint Operational Planning and the Joint Training System, including the Joint Exercise Program.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery of specialized knowledge in Navigation Warfare (NAVWAR) and Positioning, Navigation, and Timing (PNT) as it relates to warfighting. Understanding of offensive and defensive NAVWAR operations as applied to the joint warfighting functions. Understanding NAVWAR capabilities in Space, Cyberspace, and Electromagnetic Operations as they apply to developing NAVWAR solutions for the Warfighter.
Expert knowledge to solve novel or obscure problems, develop and maintain responsive NAVWAR methods and techniques, and develop new approaches in solving a wide variety of NAVWAR problems.
Expert knowledge of Department of Defense structure and operations with an emphasis on CCMD structures and associated areas of responsibility.
Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships.
Ability to plan, organize, and direct the functions and staff of an organization. Ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within financial and/or time constraints.
Knowledge of safety and security regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
