The position serves as lead of the Professional Development Office in the Administration Branch, Central Federal Lands Highway Division (CFLHD), Federal Lands Highway (FLH), Federal Highway Administration (FHWA), Department of Transportation (DOT) located in Lakewood, CO. The position provides advisory services to the Division’s leadership team, managers, supervisors, and employees.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements. You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume or you may be deemed ineligible.  For the GS-13: You must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included: Experience mentoring and leading a staff to develop strategies for maintaining a strong customer service orientation which provides quality service in a timely manner. This includes experience identifying, distributing, and balancing workload and tasks among team members.; AND Experience providing administrative and liaison support to management regarding classification, position management, reorganizations, functional changes, personnel changes, and/or workforce planning; AND Experience utilizing automated personnel systems and providing guidance to customers and management. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.  Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.  Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. Writes in a clear, concise, organized, and convincing manner for the intended audience.  Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. Technical - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
