This Position is located in the U.S. Department of Agriculture (USDA),Farm Production and Conservation (FPAC), Natural Resources Conservation Service (NRCS),State Conservationist Staff. The incumbent works with the respective national and state governments, agencies, organizations, and U.S. Federal agencies where joint effort is required to implement natural resource conservation programs.
Duties
Develops and implements a continuing, dynamic, conservation program, which meets Agency objectives and local needs, and monitors the status of the conservation program.
Makes needed adjustments in plans and service operations by providing technical assistance on land use and treatment problems and provides inventories and evaluations and other factual data involving soil and other resource interpretations.
Supports the local Soil and Water Conservation District (SWCD) governing body (or equivalent) in the development and implementation of long range and annual work plans.
Provides technical expertise in soil and water conservation technology and leadership in formulating land treatment plans to meet planning project objectives for enhancing national economic development and environmental quality.
Manages and directs field office operations and staff in the development of business plans, and establishes performance measurement.
Assists staff with administrative assistance, equipment needs, and procurement of supplies; and maintains records, employee development, and safety programs.
Develops and maintains an information and education program. Conducts field tours and demonstrations to further the development of conservation programs.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (i.e., 52 weeks at GS-11 grade level for GS-12 grade level).
0401 Basic Education Requirement:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR
Combination of Education and Experience: courses equivalent to a major, as shown above, plus appropriate experience or additional education.
0457 Basic Education Requirement:
Degree: soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science; OR
Combination of Education and Experience: at least 30 semester hours in one or more of the disciplines as shown in A above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include:
Experience in analyzing natural resource factors and interpreting related social and economic conditions
Extensive experience in devising and implementing cohesive, short- and long-term conservation plans or comprehensive, integrated resource development projects
Designing and conducting feasibility studies for conservation projects
Formulating major resource conservation cost-sharing proposals
Experience in clearly explaining and describing soil and water conservation issues, problems, and solutions to diverse groups of rural and community landowners, residents and agribusiness representatives in writing and orally
Successfully advising and motivating individuals and organized groups of landowners and representatives of governmental agencies in the evaluation of conventional soil erosion problems, water quality and control conditions, and different local government jurisdictional roles
Experience in preparing land and water treatment plans, measures, and techniques and recommending their adoption
Attainment of annual plan of operation objectives, and promoting agency credibility among program in a rural and, or urban area
Note: There is no education substitution for the GS-12 level.
