Requirements

- Must possess and maintain a TOP SECRET/SCI security clearance and must obtain and maintain NSA badging for NIPR/SIPR/NSANet accounts.

- Testing Designated Position (TDP). Employee must successfully pass a urinalysis screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
- The incumbent may be required to perform occasional travel (25% or less) which may involve the use of commercial and/or government aircraft.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position is not telework eligible.
- Work is generally of a difficult nature and requires superior acuteness and discernment to determine the breath and intensity of effort involved in several phases concurrently with other activities both within and outside MARFORCYBER.
- The incumbent must be willing to work a flexible schedule in order to accomplish mission assignments, and to attend numerous conferences and community meetings. Requires periodic weekend/holiday work.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: Planning, developing, organizing, coordinating, administering and evaluating a comprehensive 24- hour a day occupational safety and health, traffic, and recreational/off-duty safety program for the unit to which he/she is assigned.

MAJOR DUTIES:
Safety Program Management - Plans, schedules, and conducts inspections of safety programs. Implements programs of moderate complexity in one or more specific areas of safety and occupational health. Evaluates adequacy of safety programs to cope with operational factors and identifies where corrective action is necessary. Collects, analyzes, and disseminates data concerning the accident experience of the command and subordinate units. Develops recommendations for corrective measures where data indicates adverse rate of accidents, hazardous conditions or procedures, or other deficiencies. Represents MARFORCYBER on safety boards, committees, councils, and study groups or private agencies, which require command participation. Develops and publishes command annual goals and objectives.
Inspection Program Manager - Conducts independent and joint risk management studies for operations/exercises, analyzes mishap experience, and assists others with risk management decisions on own initiative or as directed by the supervisor. Monitors planned objectives for exercise and evaluate all elements of the operation to include mission complexity, personnel (training status, proficiency), environment (weather, fauna), terrain and equipment to be used in the operation. Researches, studies, and evaluates operations and risks, and identifies/develops methods/techniques to control/eliminate hazardous conditions which occur during operations and exercises.
OSHA Compliance - Independently identifies and analyzes policy issues related to the facility safety program. Provides for command level safety accident and OSHA complaint procedures according to OSHA and HQMC directives. Establishes measures to protect complainant from discriminatory actions or reprisals. Reviews, investigates, and responds to all command level OSHA or safety complaints. Establishes procedures to ensure compliance with HQMC and OSHA inspection and record-keeping requirements. Establishes, facilitates, and acts as recorder for the command safety council. Facilitates, analyzes, and tracks command annual safety climate assessments.
Workforce Health and Welfare - Directly responsible to the Commander for preserving and improving workforce health and welfare. Reviews directives and analyzes studies from HQMC to develop plans and programs that will improve safety and command climate. Provides routine updates of program information. Delivers briefs and leads initiatives to expand workforce awareness on issues such as safety, health, and welfare, and operational stress.

Education
Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position.

Certificates
Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience.
