This position is part of the Defense Media Activity. The incumbent will be responsible for planning, organizing, administering and evaluating a total safety program including ground safety, occupational health responsibilities, hazardous material safety, and environmental programs.

Duties

As a Safety and Occupational Health Manager at the GS-0018-12 some of your typical work assignments may include: Inspects, evaluates, trains, and provides administrative and technical services to management and employees. Analyzes current operations to determine trends, issue management reports, and prioritize corrective efforts and resources where needed. Monitors program compliance and performs safety program assistance reviews. Evaluates the effectiveness of the accident prevention programs throughout servicing organization. Collects and assesses accident data on employees in order to critically review and study trend and risk analysis to reduce accident rates and workmen's compensation claims and costs. Plans and conducts investigations and analysis of mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings and proposed recommendations.

  • The incumbent is required to travel by military and/or commercial aircraft to a variety of overseas locations for meetings, conferences and/or inspections.

Qualifications

You may qualify at the GS-12, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Developing and managing an activity-wide safety program, serving as a technical expert in department study groups to resolve existing problems and develop innovative solutions. Interpreting, applying and/or developing safety and occupational health laws, regulations, policies, procedures or standards. Evaluating existing safety programs or inspecting workplaces to determine possible hazards. Applying safety and occupational health knowledge to reduce or control hazards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0018 series. If you are using your education to meet the IOR: You MUST provide transcripts or other documentation to support your educational claims. Unofficial transcripts are acceptable at time of application. Education Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR Certificates Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.

When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
