The primary purpose of this position is to manage and direct the Installation Geospatial Information and Services office, Cartographers and lead the Computer-Aided-Drafting and Design (CADD), Geographic Information Systems (GIS), and Surveying "Engineering Services" sections.
Duties
1. Serves as Installation Cartographer, or Geographer, with responsibility for the overall coordination and program development of high-quality, cost-effective Engineering Services tools, systems applications and programs.
2. Initiates, conducts, coordinates, monitors, and participates in technical studies to determine the feasibility and the capability of the Engineering Services technology to support current/new missions or long-range programs.
3. Develops Engineering Services related management and design programs, applications software guidance, standards and instructions.
4. Maintains effective working relationships with scientist, engineers, designers, and planners from other agencies and customers, to include contractors, to facilitate the exchange of information and resolve problems.
5. Exercise supervisory personnel management responsibilities.
6. Prepares correspondence including talking papers, briefings, etc., about projects, programs, and planning issues.

- Information Assurance Level II Certification is a condition of employment. This position includes information assurance (IA) work as a duty requirement. Per DoD 8570.01-M, employee must achieve the appropriate IA certification within six months
- of assignment of these duties. Possess Security+ certificate. Employee shall comply with the requirements of this certification program. Employee will serve as the administrator of the GeoBaseapplication server.
- Required to take and pass the CompTIA Security+ exam.
- Required to enroll in the CompTIA Continuing Education (CE) program.
- Must be able to obtain and maintain the appropriate security clearance.
- A Master's or PhD in Physical Science, Geography, or related discipline appropriate to this position is preferred.
- Current working experience, knowledge and skill in Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE), Oracle, and GeoBase Servers is highly desirable.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- Maybe required to perform other duties as assigned by supervisor.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-0301, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Experience includes knowledge of cartographic theories, concepts, principles, practices and equipment, including those used in photogrammetry, remote sensing, photointerpretation, digital analysis or other techniques, sufficient to evaluate source material; research, analyze, select, and prepare cartographic materials; skills and abilities sufficient to adapt techniques to solve problems; make significant departures from previous approaches to accommodate specialized assignments; and provide staff advisory, planning, and reviewing services; knowledge and skill sufficient to serve as a technical authority in the planning, development, and implementation of a state-of-the-art mapping system for use by installation organizations such as Civil Engineering, Fire Department, Security Forces and Emergency Management.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of concepts, principles, techniques, and practices of community planning.
2. Knowledge of the interrelationships of elements of social science and design disciplines involved in human settlements and the dynamics of change within these elements.
3. Knowledge of a full range of Relational Data Base Management Systems concepts, operations, design principles, methodologies and approaches used in designing, developing, testing, implementing, managing and maintaining the GIS database and other related database or other systems that meet current and future organizational business requirements. Knowledge of database systems related to CADD/GIS projects. Extensive knowledge of ArcGIS, ArcGIS Pro, ArcGIS Portal, ArcGIS Server Enterprise, Autodesk Suite of Applications, and Oracle with skill in designing, organizing and managing diverse digital databases and geodatabases. Experience with MS Access Excel, Adobe, VISIO, and Trimble Business Center.
4. Knowledge of the agency command installation and industry database processing standards, policies and procedures. Extensive knowledge of theories, principles, practices, and application of GIS and GPS technology. Ability to relate GIS technology to professional disciplines such as Community Planning, Engineering, Cartography, Geography and Natural Resource Sciences.
5. Ability to analyze planning problems, identify and define goals and objectives, organize and direct the functions and staff of a small to medium sized organization and to coordinate planning activities and programs at and between several organization levels.
6. Ability to analyze component interrelationships and evaluate computer database systems and computer applications; ability to express ideas orally, in writing, or by means of graphics and sketches; ability to work tactfully and diplomatically with others.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
