This position, located within the Northport VA Medical Center, New York, provides management and administrative support in all areas of the organization, personnel, and administration. The Administrative Officer ensures that the day-to-day operations in the Office of the Assistant Director runs smoothly and efficiently through the oversight and management of other Program Support Assistants that support the entire medical center leadership team.
Duties

Duties include, but are not limited to, the following:
Conducts studies of workload distribution to ensure fair and equitable distribution for administrative work processes
Analyzes and ensures the work productivity of subordinates and ensures their work meets the standards within their practice
Serves as approving official for time and leave for clerical support staff and ensures coverage is prearranged
Hears and resolves minor complaints
Evaluates work of subordinates and recommends performance standards and ratings
Effects minor disciplinary measures such as warnings and reprimands, recommending other action in more serious cases
Oversees and executes administrative operations for the Medical Center Assistant Director and serves as primary point of contact for the administrative needs of the Assistant and Executive Director
Standardizes administrative practices and ensures clerical processes are standardized across all medical center services
Monitors, manages, and prepares daily briefings to Assistant and Executive Director on up-to-date issues and concerns with findings and recommendations
Tracks and trends action plans
Manages a wide variety of correspondence within and outside of the agency
Completes reports of surveys using fact-finding and investigative techniques when discrepancies are found
Prepares executive leadership agendas
Advises on how to resolve problems with workflow, work methods, and procedures
Maintains an awareness of available resources (personnel, space, equipment, and money) and advises higher management on distributing these resources
Maintains and orders supplies for the Service
Serves as Subject Matter Expert in computer software applications
Assists management with the use of networks and databases
Plans and supports committees, boards, symposia's, or conferences by planning agendas and ensures that appropriate working papers and reports are compete and ready for presentation at meetings
Analyzes and interprets data to ensure accurate data entry
Creates and maintains effective automated systems to track and trend data
Maintains and revises filing systems and is responsible for all forms of record keeping
Performs other duties as assigned
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position at the GS-10 grade level, you must meet one of the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Administrative Officer, and that is typically in or related to the work of the position to be filled. Specialized experience is experience providing a variety of management services essential to the direction and operation of a department or organization pertaining to budget/fiscal management; human resources/personnel management; purchasing/supply management; performing administrative functions to analyze and evaluate the efficiency and effectiveness of procedures/processes, improvement and timeliness of work operations, accuracy of written communications (e.g., grammar, punctuation, spelling, attachments, etc.). NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~
Education: Possess two and a half (2.5) years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree or LL.M., if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the Administrative Officer position. Combination: Equivalent combination of successfully completed graduate level education and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills and abilities necessary to do the work of the Administrative Officer position and must have been obtained in an accredited college or university. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work done is sedentary. Typically, employee sits comfortably to perform the work. However, there is some walking, standing, bending, and carrying of light items such as papers, supplies, or books. No special physical demands are required to perform the work.
