The Northport Veteran's Affairs Medical Center (VAMC) is seeking a full-time Administrative Officer (AO) for it's Pathology and Laboratory Management Service (PLMS).
Duties
Duties include but are not limited to:
Coordinates implementation and expansion of mailed Fecal Immunochemical Testing (FIT) program within VISN2;
Provides substantial input and support to ensure the Northport PMLS FIT Program is in compliance with VA Central Office and VISN requirements;
Serves as the Talent Management System (TMS) Coordinator for PLMS, ensuring training needs are met;
Develops and maintains computerized information and provides outputs and interpretation to appropriate staff;
Conducts purchase card audits and reporting results to the Laboratory Manager;
Assists the PLMS Manager and Supervisors in preparing all requests for contracting;
Maintains budget control records and ensures funds are used in accordance with the operating budget and applicable regulations and policies;
Assists in the budget planning process for the various sections of PMLS;
Conducts equipment inventory and advises section heads and technologists on the requirement and procedures for acquisition, repair, and disposal of equipment;
Serves as the Automated Data Processing Application Coordinator (ADPAC) for PMLS;
Works in conjunction with the Medical Center Credentialing and Privileging Office and the service's providers for distribution of credentialing packets and to ensure credentialing is completed within the allotted timeframe;
Manages document control program ensuring all policies and Standard Operating Procedures (SOPs) are effectively managed, consistent in design, reviewed and appropriately distributed; and
Works with supervisors to ensure the chemical inventories are conducted and reported twice per year, per regulatory and VA requirements.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 grade. For a GS-11 position you must have served 52 weeks at the GS-9 grade. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-09
Specialized Experience: At least one year of experience equivalent to the next lower grade levels performing duties including, but not limited to: Advanced knowledge of medical and related terminology. Ability to work independently in planning his/her work and time allocation. Ability to establish and maintain effective communications with persons both within and outside the organization, from diverse backgrounds and levels of education and competence. knowledge in the missions, organizations, programs, and requirements of the range of health care delivery systems in general, and in the VA system, to evaluate and make recommendations for improving the delivery of high-quality patient care. OR
Advanced Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR
Combination: A qualifying level of advanced education and specialized experience.
GS-11
Specialized Experience: At least one year of experience equivalent to the next lower grade level performing duties including but not limited to: Advanced knowledge of medical and related terminology. Ability to work independently in planning his/her work and time allocation. Ability to establish and maintain effective communications with persons both within and outside the organization, from diverse backgrounds and levels of education and competence. knowledge in the missions, organizations, programs, and requirements of the range of health care delivery systems in general, and in the VA system, to evaluate and make recommendations for improving the delivery of high-quality patient care. Ability to apply this knowledge to solve problems arising in the complex level 1a facility, some of which are unique to the VA System. Knowledge of statistical science is central to carrying out the responsibilities of the position. High degree of analytical ability to analyze health care issues, recommend strategy, and evaluate the effectiveness of each plan to action; to clearly explain management policy to groups of people of varying levels of comprehension; to write speeches, responses to inquiries regarding health care management issues; prepare proposals; and develop a clear understanding of all laws and regulations governing the management of a complex Medical Care Facility. OR
Advanced Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR
Combination: A qualifying level of advanced education and specialized experience.
