The primary purpose of this position is to: Serve as Program Analyst for the Air Force ISR foreign language program; to analyze and evaluate the effectiveness of the ISR foreign language program in meeting established goals and objectives.

Duties
1. Performs a broad range of analytic assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches/methodologies, and/or new technologies.
2. Researches, analyzes, and reports on CLA Proficiency, Readiness Gaps, and Measures of Effectiveness (MoE).
3. Documents planning and programming decisions/recommendations in appropriate formats to meet program requirements.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the 13 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support organizations. Knowledge of the relationships of the various AF, OSD, ODNI, and other government entities involved in overall planning and execution of military foreign language operations and evaluations, major intelligence programs (i.e., National Intelligence Program and Military Intelligence Program), and the way the Department's policy process supports, impacts, guides, and changes them. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the AF ISR foreign language mission, particularly readiness and operations requirements, and assessment methods to determine readiness and operational effectiveness of AF Cryptologic Language Analysts.
2. Knowledge of the AF and national intelligence community (IC), AF and DoD/IC LREC community, Joint structure, DoD structure, and the inter-relationships, policies, and operations of each and knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices that govern the foreign language program.
3. Knowledge at an expert-level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, data visualization tools, and a thorough understanding of how policy and guidance, training, tracking, utilization, and other talent management efforts are managed in order to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems.
4. Knowledge of AF organizational structures, missions, objectives, operating programs, key positions, and administrative policies, and procedures to conduct studies which are frequently ad-hoc team efforts to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods.
5. Skill in communicating effectively with others, both orally and in writing; working out solutions to problems or questions related to the work; writing clear and concise products; delivering written and/or verbal presentations to senior level audiences for decision-making purposes; and maintaining effective and positive working relationships with numerous organizations, to include: the Defense Intelligence Agency, the National Security Agency, Office of Under Secretary of Defense (OUSD(P&R), Office of the Director National Intelligence (ODNI), HAF, the Major Commands (MAJCOM), and the Service Cryptologic Component.
6. Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and consolidate information in briefings, papers, or reports suitable for senior leadership use and decision-making; and ability to communicate effectively both orally and in writing; present, negotiate, and defend issues; and gain cooperation from others through technical competence, tact, courtesy, and diplomacy.
OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
