You will serve as a PROGRAM MANAGER in the Plans and Programs Division (SP10) of STRATEGIC SYSTEMS PROGRAMS.
Duties
You will be responsible for providing special technical analysis, expertise, and guidance on acquisition management, budget execution, program analysis, and the strategy and planning for SSP.
You will be responsible for ensuring that the acquisition strategy is developed to expend the resources provided by the Board of Directors (BOD) to SSP in an efficient and cost-effective manner to support assigned programs.
You will support Acquisition managers in the development and maintenance of the acquisition strategy, the acquisition plan, and required documents in support of acquisition reviews.
You will manage acquisition documents for external commitment, ensuring timely submission of an integrated, quality product that meets DoD 5000 requirements.
You will utilize Navy and Department of Defense acquisition management principles (specifically DoD 5000 requirements), practices, and procedures in order to assure that necessary activities and documents are planned and managed.
You will utilize all phases and requirements of the Federal/DOD acquisition process related to the development, acquisition, deployment and life cycle support of major defense systems.
You will effectively plan, direct, and coordinate teams.
You will gather and exchange data, explore and resolve complex issues and controversial problems, and coordinate varied programs.
You will discuss and interpret major policies, defend Command positions, influence and persuade others concerning high priority Command objectives, and provide varied advice and guidance.
You will be required to effectively communicate, both verbally and in writing, complex concepts and strategies to all levels of internal and external stakeholders.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating, analyzing, and executing acquisition and programmatic activities; utilizing DoD 5000 requirements for acquisition planning and policy, manage alternative approaches to meet programmatic goals that can include financial, contractual, programmatic, technical, or other program focus areas; and working in and leading integrated product teams (IPTs).
