Duties

The primary purpose of this position is: To regularly lead and execute program operations and management responsibilities over all aspects of operational, technical and programming/resourcing to national level classified special programs. Establish and sustain national level continuity of operations and continuity of government programs and ensures they are executed strategically at a combatant command (COCOM) Headquarters. Executes duties as a Special Programs Manager (SPM). Conducts resource and budget planning and execution for all elements of resource requirements in the Continuity Program. Exercises supervisory personnel management responsibilities over multi-disciplinary team and master integration of inter-departmental cross-domain technical experts. Build strategic inter-department partnerships with strategic enabling organizations.

  • This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.

  • Travel by military, and/or commercial aircraft will be required to attend training, conferences, special events, exercises, and operations
  • This position is subject to uncommon tours of duty and shift work to support NORAD and USNORTHCOM Battle Staff needs

Qualifications

This position is designated as a KEY/Emergency Essential position. In the event of a crisis situation (exercise or real-world), the incumbent must continue to perform assigned duties. Duties cannot be vacated without release by proper government authority. Employee will be required to be available in a recall status and report to duty during emergencies and at other times directed by Division/Directorate/Command. IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and suitability requirements of the positions as outlined in OF-178 and sign the DD Form 2365 as a condition of employment. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Futured Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. This position is eligible for situational telework, which is separate and distinct from the employee's eligibility. DD Form 2946, DOD Telework Agreement and required telework training must be completed prior to participation in telework arrangement may be terminated at the discretion of supervisor or at the employee's request. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to all aspects of national Continuity Operations programs and capabilities; knowledge and operational experience with a broad spectrum of national continuity programs internal and external to Department of Defense and an understanding of effective whole of government response plans and capabilities to extremely high magnitude events and levels of disruption; knowledge of the PPB&E process and navigating DOD level resource processes and the various types, uses, and life cycles of DOD and other Federal appropriations and authorizations; knowledge in the Program Management process including developed of a properly prioritized, synchronized, and sequenced program objective and milestone plan; knowledge of military air, land, maritime and space concepts and principles; DoD military command and control operations, command and control of air, land, maritime and space forces, geographical areas of responsibility as pertains to the geographical Commands, air, land, maritime and space combat operations at both the operational and strategic levels of war. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery level knowledge of DoD policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to all aspects of national Continuity Operations programs and capabilities. Expert knowledge and operational experience with a broad spectrum of national continuity programs internal and external to the Department of Defense and an understanding of effective whole of government response plans and capabilities to extremely high magnitude events and levels of disruption. Extensive knowledge of the PPB&E process and navigating DOD level resource processes and the various types, uses, and life cycles of DoD and other Federal appropriations and authorizations. Substantial experience and demonstrated mastery of ability in designing, developing, acquiring, and fielding of new highly complex and technical systems and engineering special use capabilities with minimal guidance and oversight. Mastery of program management skills in applying methodologies and techniques to successfully optimize overall program success in meeting Command and Department objectives. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analyses, devise recommended solutions and interact with senior (O-8 and above) leadership and civilian authorities and make recommendations/decisions as needed that may have a major impact to Command requirements/needs. Expert knowledge gained through experience and/or technical schooling Business and Public Sector Continuity Practices, mission, processes and procedures. Demonstrated by obtaining Certification as Associate or Certified Business Continuity Professional or the FEMA Professional Continuity Practitioner. Expert knowledge in the Program Management process including developed of a properly prioritized, synchronized, and sequenced program objective and milestone plan. Extensive experience as a member of a national level command and control battle staff and complex relationships involved with a specialized and highly protected network of organizations, capabilities, and procedures required to create a national synergy of effort and effectiveness. Master knowledge of military air, land, maritime and space concepts and principles; DoD military command and control operations, command and control of air, land, maritime and space forces, geographical areas of responsibility as pertains to the geographical Commands, air, land, maritime and space combat operations at both the operational and strategic levels of war. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
