About the Position: The Security Officer serves as the District Chief, Security and Law Enforcement Office. Incumbent is responsible for managing and executing all district security programs.

Duties

At the full performance level, incumbent will: Brief and advise the Commander, the Deputy Commander, and the District Executive Team, on the status of District security and law enforcement matters. Plan, organize, coordinate, direct, and control all security and law enforcement actions taken by District staff to ensure conformance to regulations, directives, and policies. Review employee personnel files and security questionnaires to determine suitability for assignment to sensitive positions and makes security determinations. Implement security policies and procedures to control the reproduction, destruction, storage, handling and transportation of classified information. Assess physical security needs through the periodic physical security surveys, inspections, and risk assessments of District HQ's, Civil Works Projects, and other activities and facilities as necessary. Coordinate investigations with appropriate law enforcement agencies. Provide technical and administrative supervision to any subordinate staff.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • Temporary Duty travel (TDY) is required approximately 25% of the time.
  • Employee must be able to obtain and maintain eligibility to occupy a critical sensitive position including maintaining classified information up to an including TOP SECRET.
  • Employee is subject to random drug testing due to the requirement to obtain and maintain a TOP SECRET clearance.

Qualifications

This position is a term appointment NTE 2 years and it may be extended up to a maximum of 4 years. Permanent employees who accept time-limited appointments will not have placement rights to the previously held permanent position at the end of the time-limited appointment. Position is Obligated. Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Requirements for GS-11: Specialized Experience: One year of specialized experience which includes: Experience with physical security, law enforcement, personnel security, operations security, and physical security planning. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: criminal justice or another closely related field. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Requirements for GS-12: Specialized Experience: One year of specialized experience which includes: Managing and executing physical security, law enforcement, personnel security, operations security, and physical security programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Cyber SecurityOral CommunicationPhysical Security Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-11, applicant must have 52 weeks at the GS-09 level. For the GS-12, applicant must have 52 weeks at the GS-11 level.
