The primary purpose of this position is to serve as a Contracting Officer (KO) utilizing an expert level of knowledge and skill in applying the full range of pre-award and post-award functions including negotiations, cost/price analysis, contract administration, and closeout for a variety of supplies and services for the National Guard Bureau.

Duties

- Responsible for serving as a Contracting Officer (KO) leading a team of Contract Specialists to ensure the organization's strategic plan, mission, and values are communicated to the team and integrated into the team's strategies, goals, objectives, and work plans. - Serves as a Contracting Officer performing pre-award functions for procurements involving complex studies and services of various types, including professional services, commodities, equipment, IT with various contractors. - Performs the full range of contract administration actions, including the issuance of modifications, incorporation of changes, the exercise of options, investigation, and resolution of contractor or government delays, and similar matters. - Serves as an advisor to project/technical personnel in contract planning meetings on the objects to be employed and assists in the preparation of statements of work, acquisition plans/milestones, and source selection plans. - Analyzes and evaluates cost and pricing data elements to determine price reasonableness for a variety of acquisitions with limited precedent data available.

  • The duties of this position require occasional temporary duty (TDY) travel up to 25% of the time via military or commercial aircraft.
  • The employee must be able to obtain a Contracting Officer Warrant and must be able to pass a Contracting Officer Review Board (CORB) for a warrant prior to being selected.
  • Commensurate with mission requirements, the employee may be required to work an uncommon tour of duty (i.e., evenings, weekends, and/or holidays). May be required to work overtime.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter
  • The employee must meet position requirements for the Professional Contracting Certification within 48 months of entrance on duty.

Qualifications

In order to qualify, you must meet the basic requirements defined in 10 United States Code (USC).This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92) and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020. BASIC REQUIREMENTS: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You must submit copies of your transcripts. NOTE: The following three exemption to the basic education requirements above apply to DoD civilian employees or Service members who: 1. Served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000; OR 2. Served, on or before 30 September 2000, in a position as either an employee in the NH-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR 3. Are an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The Bachelor's degree exemption does not apply to current CCF members seeking New Hire employment within DoD as a 1102. AND Basic Qualification Requirements for Contracting Officer Positions: In addition to meeting, the basic educational requirement as well as the requirements in the table above, applicants must have: 1) Have at least two years of experience in contracting positions; and 2) Have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard. SPECIALIZED EXPERIENCE: Applicants must have 2 years of contracting experience, one of which is specialized experience at the GS-11 (or equivalent in an alternate pay system) for GS-12, or at the NH-02 for NH-03 broadband working with producing desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieving, demonstrating, and maintaining the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements. Demonstrating skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate. Taking and displaying personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility. Work is timely, efficient and of acceptable quality. Completed work meets project/program objectives. Leadership and/or supervision effectively promotes commitment to organization goals. Flexibility, adaptability, and decisiveness are exercised appropriately. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the NH-02 level is required to meet the time-in-grade requirements for the NH-03 level. TIG applies if you are in a current NH position or held a NH position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current NH civil service employees or are prior NH civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of the Federal Acquisition Regulation (FAR) and supplements. 2. Ability to recognize and analyze problems, conduct research, summarize results, make appropriate recommendations, and prepare compliant contract documentation. 3. Ability to set priorities, establish goals, and assess progress toward the completion of multiple assignments based on the needs of the organization and their customers. 4. Ability to communicate orally and in writing, establish and maintain effective working relationships. 5. Ability to obtain/negotiate contract agreements and procurement policies in support of NGB mission sufficient to develop and negotiate multi-million-dollar contracts. 6. Ability to obtain and maintain a contracting warrant commensurate with the workload of the branch. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
