You will serve as a TEST MANAGEMENT SPECIALIST in the RANGES/TARGET OPS/INSTRMNTN & LABS GROUP, CHINA LAKE RANGES DEPT, RANGE OPS DIV, TEST MANAGEMENT BR of NAVAIRWARCENWPNDIV CHINA LAKE.
Duties
You will provide overall direction, management, and coordination of test events to ensure all customer test requirements are met.
You will Implement customer requirements into a Range event plan by using Range planning software tools.
You will ensure all parameters of the testing, from design and material purchase through execution and final billing of test, are accounted for and subsequently charged to the customer correctly using software accounting and tracking programs.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
(DS-04): Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-9/10) or pay band (DS-03) in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Utilizing policies and procedures for planning, scheduling, executing, and billing for test events; 2) Utilizing Test Resource Management System to request, schedule, conduct, and bill events; 3) Utilizing organizational resources to plan and schedule test events; 4) Communicating capabilities, policies, and procedures to customers.

Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree

LL.M., if related
(DS-03): Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-5/8) or pay band (DS-02) in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Navigating Test Resource Management System to perform work; 2) Assisting with the planning, scheduling, and executing for test events; 3) Communicating policies and procedures to customers.
master's or equivalent graduate degree
