The Supervisory Information Technology Specialist position is located in the Department of Program Services (DPS), Case Management Systems Office (CMSO), Federal Judiciary Digital Services (FJDS). The CMSO develops, modernizes, and maintains case management and related systems for federal appellate, district, and bankruptcy court judges and staff, probation and pretrial services officers, federal defenders, and external stakeholders.

Duties

This position will report to the Case Management Systems Office (CMSO) Chief in the Department of Program Services (DPS). The CMSO is seeking a self-motivated professional Supervisory Information Technology Specialist to serve as the Federal Judiciary Digital Services (FJDS) Division Chief. The FJDS Division Chief will support CMSO by providing supervision and coordination of a portfolio of national case management systems currently in use by federal courts or under development. The FJDS Division Chief is responsible for providing a comprehensive, end-to-end concept of the design, development, implementation, and operation of the entire national case management system. The incumbent will also lead the integration of related application activities of the DPS and Department of Technology Services (DTS). The FJDS Division Chief is responsible for product planning and execution all through the lifecycle of the product development. This is inclusive of gathering and prioritizing requirements for the product, defining the vision for the product, and collaborating with other division chiefs to ensure that the financial and consumer satisfaction goals are met. In addition, the FJDS Division Chief also ensures that the DPS overall strategy and goals are supported by those of the product and the product goals and strategy do not deviate from the mission. The ideal candidate must have strong communication, analysis, and planning skills to be successful in this role. The duties of this position include, but are not limited to: Leading and overseeing all activities of the product management department; and ensuring the functions of the Product Line Manager, Product Manager, and Senior Product Manager are efficiently and effectively executed. Collaborating with other leaders who play a key role in product development; translating the product needs into requirements to drive consensus within the product teams; promoting the achievement of the product goals; and leading a clear and efficient product road mapping, product planning, prioritization, and an overall agile product development process. Evaluating product proposals from junior product managers prior to authorizing the effect of any solutions and strategies for the business products; analyzing information and formulations of product solutions and strategies that are presented and refined further up the line; and keeping the stakeholders up to date on product process and progress. Building an understanding and cultivating in the division staff members the product's vision, the business case, as well as compiling the product planning material for driving product initiatives further with clarity and consensus. Developing, defining, and overseeing the product's roadmap and managing it for the purpose of meeting deliverables for the business; and incorporating the existing development backlog and makes priorities as determined by the business, consumer, and market needs. Engaging with the courts relations to gain first-hand insight on the courts feedback on the product; reviewing market information relayed by the product managers; and understanding the current and future strategic direction, needs, and potential receptivity. Working with the implementation team to develop implementation strategies and communication strategies; and partnering with operations lead and senior technical delivery lead to ensure effective product adoption. Conducting relevant product research; establishing competitive intelligence and various alternative analyses that supplements and compliments analyses conducted by the product managers; and conducting court user and court business research that furthers CMSO in understanding the current and future product needs. Representing CMSO and promoting the product by advocating for its value and benefits at executive briefings and court conferences.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below: Creating and maintaining a large enterprise system with a diverse set of programing languages, personnel, and active legacy systems; Experience communicating established standards to the product development resources and management; and Experience maintaining new technologies with a large user base. Highly Desired: Microsoft Certifications. Experience in developing applications in MS Power Platform. Experience in DEVSECOPS. Experience in managing projects and programs in Agile environment.

Education

This position does not require education to qualify. However, a bachelor's degree (BA or BS) from a four-year college or university in finance, economics, business administration, or a related field is highly desired.
