This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Supervisory Social Worker is a Social Work Supervisor that provides social work supervision to Social Workers assigned to Social Work Service and may maintain a clinical practice caseload depending on workload in the assigned area. The incumbent supervises a group of employees performing work at various GS levels up to their own grade and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the service. Supervises staff that have various tours to include evenings and weekends. Provides administrative, technical and clinical Social Work Supervision necessary to accomplish the work in the program; performs the administrative and personnel management functions relative to staff supervised; provides formal and informal feedback and evaluates staff performance; completes focused and ongoing practice evaluations on assigned staff. The supervisor approves or disapproves leave requests; ensures that staff are competent to perform duties; ensures needed training is completed; and ensures quality of services provided and documentation of staff in assigned area. Incumbent assures that subordinates are trained and fully comply with the provisions of the safety regulations. Reviewing and assuring that the documentation of social work and nursing staff reflects the services provided and meets Joint Commission, CARF, Medical Center, and documentation standards and policy. Incumbent will have established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Incumbent schedules regular individual supervisory meetings with staff as well as team meetings.Resolves informal complaints and grievances. S/he provides advice and counsel to staff related to services and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in assigned programs/units. Develops work improvement plans, recommends personnel actions as necessary. Responsible for quality services in assigned areas, including involvement in identification of qualified candidates for vacant positions, development of functional statements and performance standards with personnel. Reviews and recommends serious disciplinary actions involving subordinates. Incumbent assists with determining social work goals and objectives and plan for long range staffing needs in assigned areas. Qualifications

Basic Requirements: Citizenship: Be a citizen of the United States. (Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f). Grade Determinations: Supervisory Social Worker, GS-12 Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services. (d) Ability to provide staff training and development. (e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Preferred Experience: Experience in VA Medical Social Work Experience with consultation, coordination and negotiation with other departments and disciplines Clinical Social Work Experience Experience in case management and care coordination Experience prioritizing multiple tasks and meeting deadlines Experience supervising staff References: VA Handbook 5005/120 Part II Appendix G39The full performance level of this vacancy is GS-12. Physical Requirements: Light lifting: under 15 pounds; Light carrying: under 15 pounds; straight pulling (1-2 hours); pushing (1- 2 hours); reaching above shoulder; use of fingers; walking (up to 3 hours); standing (up to 3 hours); repeated bending (up to 1 hour); ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16" to Jaeger 1 to 4; Far vision correctable in one eye to 20/20 and to 20/40 in the other; Hearing (aid permitted); frequent keyboarding and frequent sitting (4-7 hours).
