The primary purpose of this position is to serve as a CWMD Planner, with the Fusion Cell- National Capital Region, responsible for providing CWMD planning support to a threat-focused Operational Planning Team (OPT). Provides senior-level coordination for major annual conferences and forums that connect policy makers with the CWMD planning community of interest (COI).

Duties

As a CWMD Planner, exercises operational design to develop strategies, campaigns, and operations to organize and employ military forces by integrating ends, ways, and means into achievable integrated plans, operations, and activities. Establishes, develops, and maintains effective working relationships with CWMD-related individuals and organizations of Joint Force commands, staffs, and agencies; U.S. Government departments and agencies; and allies and partners. Coordinates, develops, maintains, and promotes regular, recurring CWMD planning discussion forums in the National Capital Region. Mentors junior planners within the organization to promote strategic, coordinated, trans-regional CWMD planning. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programic view point to ensure overall information protection requirements meet mission requirements.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Employee must be able to obtain and maintain a Top Secret/SCI security clearance.
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • As a mandatory requirement for employment in this TDP, the incumbent is to refrain from the illegal use of drugs and if requested, to submit to urinalysis testing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of DoD planning and policy frameworks, processes, organizations, and proposed changes to the same. Recommends changes to policy to plan in response to changes in the nature of international threats. Expert knowledge of development and application of analytical techniques appropriate to combating WMD joint programs, policies, and support. Ability to work effectively under the pressure of tight time frames and rigid deadlines. In-depth knowledge of DoD CWMD mission support relationships across the combatant commands, services, interagency, and multinational partners. Comprehensive knowledge of CWMD related public laws, executive orders, DoD and USG CWMD strategies, procedures, policies, and doctrine. Working knowledge of DoD Chemical, Biological, Radiological, and Nuclear mission areas as related to tactical, operational and strategic capabilities across the joint and interagency community in order to develop CWMD specific scenarios to employ training objectives and to conduct joint CWMD training operations. High degree of knowledge and skill in developing CWMD planning requirements based on the Global Campaign Plan (GCP) and all National Strategic Guidance and Policy. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Countering Weapons of Mass Destruction functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations. 2. Knowledge of DoD organizational structures and planning processes to effectively implement policy and develop plans, objectives, tasks, and activities that support Global Campaign Plan and Functional Campaign Plan strategic objectives. 3. Skill in planning, organizing, and coordinating technical functions; to mentor, motivate staff. 4. Ability to analyze, plan, and adjust work operations of subordinates to meet program requirements and objectives within available resources. 5. Ability to collaborate at appropriate levels with organizations both inside and outside SOCOM, DoD and its agencies, the Federal Government, and Partner Nations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
