The incumbent serves as full assistant to the Chief, Community Care in Lebanon VA Medical Center (LVAMC) which provides a full range of long-term care, inpatient and outpatient medical, surgical, and psychiatric care in the Central Pennsylvania region over multiple sites.

Duties

The scope and complexity of the service requires a deputy-type relationship between the Chief and Assistant Chief. Optimum delegation is given to the incumbent, who has full authority to act for and in the absence of the Chief in any area coming within the purview of the Office of Community Care. This includes community care (OCC), geriatric extended care (GEC), and the referral coordination team (RCT). Major duties of this position include, but are not limited to: PROGRAM MANAGEMENT (25%): The incumbent formulates and issues policies, through the Chief, OCC, relating to the broad area of patient administration which provides a basis for sound administrative practices, define responsibilities for carrying out specific functions, provides recognized authority consistent with applicable law under which action taken to minimize the possibility of unauthorized action or unfavorable criticism, and facilitates decisions to promote consistency of interpretation and application across organizational lines. The incumbent is responsible for and is expected to actively participate in all aspects of OCC, GEC, and RCT due to the fiscal-driven outcome and impact on consult processing and practices. Provides accurate and routine data analyses and evaluations. Develops all necessary information relating to all aspects of community and VAMC, fiscal projections, current state, availability of staff and facilities, seasonal fluctuations, changes in procedures and policies as they all affect the delivery of care across LVAMC. PROGRAM OVERSIGHT (25%): The incumbent is responsible for proper liaison between the facility and its designated legal service and for informing management and staff on matters affecting patient administration that have actual or potential legal implications, familiarizes and educates employees with the legal requirements and financial policies as appropriate. The incumbent investigates and develops facts, conclusions, and recommendations in those matters requiring investigations that come within the jurisdiction of the facility. Investigates and develops necessary facts and information for presentation to Regional Counsel in mailers relating to IG, tort claims or other regulatory bodies. RESOURCE ALLOCATION AND BUDGET MANAGEMENT (20%): The incumbent, in concert with Fiscal Service, is responsible for establishing an effective budget management program. The Assistant Chief, Community Care, actively participates in maintaining and developing a responsive system of reporting general management and financial data for the OCC, GEC, and RCT budget. This responsibility requires strong communication skills and a working knowledge of all phases of budgeting to include forecasting, cost and usage of programs, development of program trends, reporting, development of budget instructions and policies, development of cost ceiling distribution to control points, comparisons of the plan to actual experience, development of adjustments to the plan, and the technical processes used to prepare and maintain the budget. Prepares and/or reviews and evaluates financial analysis, summaries, recurring or non-recurring reports which keep management advised of the current financial situation in the Medical Center. The incumbent must deal effectively with operating officials in reviewing their requirements and in aiding of data for formulating control point estimates and requests. SUPERVISORY DUTIES (30%): The incumbent provides technical and administrative supervision to all administrative staff to include but not limited to budget and program analysts, and medical support assistants through subordinate supervisors. The incumbent formulates and installs administrative and clerical procedures to ensure expeditious and efficient processing of work and in-service training. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Management skills are necessary to coordinate the health administrative activities at the entity or department level being overseen. Knowledge of multiple departments (OCC, GEC, and RCT) are necessary to provide overall guidance to make recommendations, decisions, and policy changes. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by clinical, administrative and professional personnel or substantive administrative support functions. Knowledge of pertinent laws, regulations, policies, and precedence which affect the use of program and related support resources (people, money, or equipment) in the area studied. Projects and studies typically require knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge is used to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a VISN, VAMC, service or support setting. Ability to identify, analyze and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes or workload distribution. Ability to apply effective verbal communication with both clinical and administrative personnel, line supervisors, service chiefs, site managers, and executive management. Strong writing skills are required for writing and editing policies and procedures, issuing memoranda and compiling reports. Effective interpersonal skills are required to interface between executive management, medical/surgical staff, service chiefs, site managers, administrative staff, external vendors and Veterans. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph. D. or equivalent doctoral degree or completed three full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
