The incumbent serves as the Project Activations Specialist in the Associate Director's Office within the medical center. The Project Activations Specialist is responsible for managing and overseeing resources, acquisitions, activations budget, and coordination of all aspects to accomplish successful project activations within the medical center and community clinics.

Duties

The work performed by the incumbent and staff ultimately affects the plans, goals and effectiveness of the Lebanon VAMC operations in providing complex veterans services. Duties include but are not limited to: Provides a key role in facilitating collaboration and communication between services in the development and implementation of activations plans and timelines. Provides matrixed non-supervisory guidance to multidisciplinary team to facilitate planning and activation of construction and in-house construction projects. Coordinates project activations through collaboration with internal and external stakeholders to include clinical representatives, Engineering project managers, FITS, and other key stakeholders. Performs and/ or directs special studies and projects, some highly confidential and complex in nature. Recommends and implements courses of action for purchases and timelines, conducts executive review of correspondence such as action items and executive decision memorandums which requires the concurrence, or signature of the Executive Assistant or higher level officials. Responsible for oversight of fund control points and financial reports as required related to project activations. Assists in the facilitation of communication with individuals at all levels inside or outside the agency. Provides data and expertise to guide and advise on major decisions and actions related to material and human resources. Maintains communication with all appropriate services to evaluate the quality of support provided and investigates and problem solves any issues identified which affect customer satisfaction related to project activations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Responsible for managing and overseeing resources, acquisitions, activations budget, and coordination of all aspects to accomplish successful project activations within the medical center and community clinics 2) Focal point for all communication flow related to project activations, providing higher level management and customer communication about significant matters; develops good working relationships with customers. 3) Directs a variety of administrative research, analysis and development of reports. 4) Reviews new policies and policy updates to determine impact on existing procedures. 5) Collaborates with a variety of internal stakeholders to implement performance improvement initiatives.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond successfully completed graduate level education (beyond the first 2 years) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, however there may be significant walking and standing as well as periodic travel to attend meetings and to observe and analyze various situations.
