About the Position: Incumbent will Serve as Protocol Director and advisor to the CG 1st Armored Division (1AD) & Fort Bliss. As advisor to the Commanding General, 1AD Command Group, and senior officials, the incumbent applies expert knowledge of the principles, methods, practices and techniques of the protocol program. Exhibits thorough knowledge and understanding of national and international rules, procedures, and forums prescribing traditional and diplomatic customs, courtesies and etiquette.
Duties
Develop, update, and implement a protocol program that effectively supports Fort Bliss.
Conduct continuous analysis and evaluation of protocol plans and programs from both a technical and operational point of view.
Review protocol initiatives for responsiveness to Command requirements and assures continued responsiveness to changing conditions by furnishing appropriate guidance both formally and informally to the HQ staff and field installations.
Present recommendations for program improvement to the Chief of Staff.
Develop procedural framework for handling all protocol matters to include totally integrated time-phased planning of activities/events being developed as well as methods to ensure completion dates and specific requirements are met by host staffs.

Specialized Experience: One year of specialized experience which includes experience directing the formulation of all arrangements for command social and official functions; maintaining records and files of expenditures for official dinners, luncheons, receptions, and social events; managing a protocol office budget; designing and producing formal invitations, flyers, and programs.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).
