Duties

As a SECURITY SPECIALIST you will be responsible for the following duties: - Deliver efficient and effect review and analysis of background investigations, adjudications and continuous evaluations in determining the appropriate physical and logical access for all agency personnel to include contractor personnel; - Assist with the oversight of DCSA Service Now Security Helpdesk Requests and develop monthly Service Now reports in support of Security Programs Office metrics; - Manage the passing of DCSA employee's clearances for access to external facilities via DISS. - Validate visitor's clearances for incoming visits for building access control via DISS - Assist Security support to Russell-Knox Building's CAC Issuance Office and the issuance of CAC cards to agency personnel - Serves as agency Trusted Agent Site Manager (TASM) Responsible for the issuance, tracking and monitoring of DCSA contractors CAC cards. - Reviews DD 254 packages to ensure the PWS/SOW contains security requirements and security requirements are reflected in the DD 254 to include associated documents for management of building physical/logical access control - Manage DISS accounts creation and deletion by maintaining the SAAR for initiation of Accounts; - Manages the issuance of courier cards and the tracking of courier cards expiration dates within approved DoD database - Assist in the management of the Badge & Credentials program. - During daily Security operations, assist with identifying new security requirements and effects on current security programs plans, policy, guidance, and directives, and initiates changes and updates. - Conduct end of day security checks and ensure visitor logs are maintained in accordance with DoD 5200.1R. - Conduct security education awareness training and briefings for incumbent and accession. - Deliver efficient and effect review and analysis of background investigations, adjudications and continuous evaluations in determining the appropriate physical and logical access for all agency personnel to include contractor personnel; - Assist with the oversight of DCSA Service Now Security Helpdesk Requests and develop monthly Service Now reports in support of Security Programs Office metrics; - Manage the passing of DCSA employee's clearances for access to external facilities via DISS. - Validate visitor's clearances for incoming visits for building access control via DISS - Assist Security support to Russell-Knox Building's CAC Issuance Office and the issuance of CAC cards to agency personnel - Serves as agency Trusted Agent Site Manager (TASM) Responsible for the issuance, tracking and monitoring of DCSA contractors CAC cards. - Reviews DD 254 packages to ensure the PWS/SOW contains security requirements and security requirements are reflected in the DD 254 to include associated documents for management of building physical/logical access control - Manage DISS accounts creation and deletion by maintaining the SAAR for initiation of Accounts; - Manages the issuance of courier cards and the tracking of courier cards expiration dates within approved DoD database - Assist in the management of the Badge & Credentials program. - During daily Security operations, assist with identifying new security requirements and effects on current security programs plans, policy, guidance, and directives, and initiates changes and updates. - Conduct end of day security checks and ensure visitor logs are maintained in accordance with DoD 5200.1R. - Conduct security education awareness training and briefings for incumbent and accession.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG-11 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Demonstrated experience developing access control processes and procedures to include managing in-coming/out-going Visit Authorization Request (VAR) Demonstrated experience of policies and procedures on multiple Security Disciplines to include Physical Security with a focus on access control, Personnel Security, Information Security, Operations Security and policies and procedures. Demonstrated experience of reviewing and analyzing DD254 packages to ensure security requirements are met to allow physical and logical access to facilities and servers. Demonstrated experience of Badges and Identification requirements to include Facility Badge, Common Access Cards (CAC), Badge and Credentials and Courier Cards; Demonstrated experience in Oral and written communication skills Specifically you will be evaluated on the following competencies: Communications-Communicate (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals.
