Primary Purpose: serve as a command headquarters level air transportation operations specialist, applying AF military rated aviator experience to interpret and advise on regulations, directives, instructions, programs, projects, methods and procedures of assigned major command air operations services/ program/project/study/plan and air transportation operations systems.
Duties
Applying Air Force military rated aviator experience serves as a command headquarters level air transportation operations specialist and is responsible for analyzing and evaluating simulator system support of AM C's organic aircrew training equipment and devices.
As a command headquarters staff action officer analyzes air transportation operations projects or programs of substantial breadth and depth of complexity.
Serves as a command air transportation operations specialist and may represent the organization on interagency groups to formulate and coordinate air transportation operations program requirements and regulations. Develops criteria and methods for evaluating program accomplishments and trends and makes recommendations for changes in program organization and emphasis.
As one of the command's air transportation operations project officers, analyzes and evaluates aircrew training issues and plans. Prepares planning guidance.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 2150.
SPECIALIZED EXPERIENCE: Applicants have at least one (1) year of specialized experience equivalent to at least the GS-11 level (or higher) grade level or equivalent pay in the Federal service. Examples of experience include in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations In addition, specialized experience must demonstrate knowledge of and skill in the applications of Air force rated aviator (e.g., pilot. navigator) expertise as it applies to the assigned air transportation operations area; broad knowledge of Air Force operations, practices, and policies of the command's functional or program activities to develop, integrate and coordinate air transportation operations plans and programs; thorough knowledge of Air Force policies and procedures to plan and develop air transportation operations systems or services to satisfy user requirements, thorough knowledge of Air Force policies and procedures to develop or interpret air transportation operations policies, procedures, and guidelines; knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of air transportation operations programs; and through knowledge of the mission, organization, and work processes of the air transportation operations programs throughout the command and the air bases or equivalent.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and skill in the applications of Air force rated aviator (e.g., pilot. navigator) expertise as it applies to the assigned air transportation operations area. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the effectiveness of program operations.
2. Considerable skill to plan and accomplish a variety of complex work assignments. Ability to lead others in air transportation operations studies or projects. Ability to communicate effectively both orally and in writing; persuade and influence others on complex issues: and maintain good working relationships.
3. Knowledge of a wide range of qualitative and /or quantitative analyses of data associated with the air transportation operations feasibility process. Ability to communicate effectively both orally and in writing; analyze complex issues; and maintains good working relationships.
4. Knowledge of Air Force and DoD air transportation operations policies. procedures. and programs. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money or equipment). Ability to lead others as a project officer.
5. Knowledge of the relationship of the various command entities involved in air planning. and execution of military operations. Knowledge of operational factors that impact aircrew training resources. Skill in computer software packages to accomplish special studies and projects.
6. Knowledge of air transportation operations involving air assets. En-route infrastructure. and employment of mission support forces. Comprehensive knowledge/experience in mobility weapons systems and their associated simulator/training resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
