The primary purpose of this position is to provide a Training Specialist developing programs of instruction for the C-5M Formal Training Unit with an emphasis on increasing training efficiencies through new technology. Performs duties as the C-5M Course Owner, managing planning and execution of the annual Programmed Flying Training for active duty and reserve students.

Duties

Plans, coordinates, designs, modernizes and validates major components of C-5M Formal Training Unit (FTU) training instructional design. Prepares course materials from subject matter expert (SME) inputs and personal knowledge, insuring proper correlation with control documents and the application of educational principles. As C-5 M FTU Course Owner, works with HHQ to ensure all courses are properly scheduled and filled in a timely manner with qualified students. Tracks all student data. Produces the annual PFT based on HHQ requirements, while coordinating locally to confirm adequate resource support. Administers the Student Training program. Manages formal school training student flow activities. Weekly reviews of all students in the Commander's Awareness Program (CAP) to include oversight of deficiencies in military bearing and/or performance through both contractor-led academics and flight line phases of training. Determines and secures funding required to support FTU training requirements. Coordinates with HHQ in the determination of and allocation of funding required to support current and future training requirements for all FTU student training, as required. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.

  • Mobility Aircraft Formal Training Unit, instructional systems development, curriculum development, and instructional technology experience are highly desirable.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for series GS-1712. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive and thorough knowledge of a wide range of professional concepts, principles, practices, procedures regulations, and laws applicable to a full range of ground based, aircrew flying training responsibilities such as that gained through extensive specialized training, experience, and skill in applying this knowledge to difficult and complex assignments. Knowledge of a wide range of principles, practices, and concepts involved in flight rules and procedures, aircraft characteristics, and aircraft systems to development the syllabus for courses required through academic instruction and flight simulator missions. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M. with a major study in education or a subject area related to the position to be filled. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of formal training unit administration, methods, policies, and procedures to develop curriculum and measure effectiveness of training program operations including ability to apply such knowledge to related activities within a mobility aircraft formal training environment. Knowledge of the principles, practices, and techniques of instruction to include use of technology for design and delivery of training. Knowledge of data collection techniques and practices used to extract or obtain a variety of information required for the evaluation of training programs. Ability to apply the principles and techniques of education and training to develop students or unit personnel on specific skills or knowledge. Ability to gather, analyze and present facts, communicate effectively, using tact and courtesy and possess the ability to plan, organize work, provide training, and meet deadlines. Ability to plan, organize, and direct the functions and staff of the organization as a first level supervisor; including ability to effectively apply agency personnel, safety, and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
