The Supervisory Financial Administrative Specialist, GS-0501-11 is positioned in the Consolidated Patient Account Center (CPAC). Serves as a Supervisor of the Accounts Management department and reports to the Chief Financial Officer (CFO) in the organization. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions and the integration of VHA and industry best practices.

Duties

The primary purpose of the position is to provide accounts receivable oversight and administrative supervision of those staff performing accounts receivable functions under the position's area of responsibility. The Supervisory Financial Administrative Specialist is the technical authority and subject matter expert in the accounts receivable functions and advises subordinates in the Accounts Management department within the CPAC. The work of this position often has an impact on the whole of CPAC given the nature of goals, collections and denials in regard to the revenue cycle. The areas of responsibility within the Accounts Management department assigned to this position include those of the Financial Accounts Technician, Financial Management Specialist and Lead Financial Management Specialist. Implements and manages all aspects of First and Third-Party collections. Work Schedule: Monday through Friday from 8:00am to 4:30pm. Compressed/Flexible: The scheduled duty hours are flexible. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Monitors the review of claims data in order to identify patterns or trends and to ensure accurate billing in accordance with appropriate rules and regulations. Takes appropriate action to correct deficiencies when noted by reassigning work assignments, training, requesting additional staffing and/or overtime and related actions. Ensures maximum benefit payments are received from insurance companies and/or Third-Party administrators. Participates in initiatives and new projects to resolve issues within CPAC and the department and provides analyzed data and coordination of efforts between team members and internal/external departments. Provides guidance and direction for the proper course of action to follow to recover debts. Assigns work to subordinates based upon program priorities, subordinates' capabilities and assignment requirements. Identifies negative trends and develops strategies for improvement. Performs analysis of workload, patient service, and similar data to forecast future needs of the CPAC and initiates the necessary action to ensure efficient service delivery. OR, GS-11: Education (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, GS-11: Combination (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Financial Administrative Specialist position, which may be used to meet the experience requirements for GS-11 position. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
