The Supervisory Financial Administrative Specialist (Billing) serves as a Supervisor in the Billing Department and reports directly to the Billing Manager falling under the chain of command of the Chief Operating Officer (COO). This position is responsible for performing a broad range of duties to achieve the established Office of Community Care expected results for medical billings, and reimbursable and non-reimbursable collections.

Duties

Insures that all billing information entered and maintained in the automated system is timely and correct Reviews health insurance policy provisions to identify and comply with individual plan requirements Initiates claims for healthcare services, equipment and/or medication in accordance with prevailing guidelines Investigates gaps in support of billing functions for improved outcomes and presents solutions to Billing Manager Ensure all assigned staff receive quality and timely technical training applicable to their position and comply with all Federal, VA, VHA, OCC and CPAC mandated training requirements. Establishes and maintains effective working relationships with others throughout the organization as well as externally. Establishes standards for the performance of work Observes staff performance, providing performance and productivity input and taking appropriate steps to recommend and/or effect changes when needed to enhance employee performance Work Schedule: Monday through Friday from 8:00am to 4:30pm. Compressed/Flexible: The scheduled duty hours are fexible Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1. Plans work to be accomplished by subordinates while establishing and adjusting short-term priorities and deadlines as needed. 2. Investigates gaps in support of billing functions for improved outcomes and presents solutions to Billing Manager. 3. Prepares correspondence, reports, memoranda or other written products concerning a wide range of issues surrounding billing activities. 4. Establishes and maintains effective working relationships with internal and external Customers. 5. Interprets billing laws, rules, regulations, and policies, developing and implementing local policies, and defining administrative requirements. 6. Establishes and maintains effective working relationships with others throughout the organization as well as externally. 7. Directs, coordinates and/or oversees work performed by subordinate staff. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one full year of Specialized Experience at or comparable to the required grade level. OR, GS-11 Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, GS-11 Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Financial Administrative Specialist position, which may be used to meet the experience requirements for GS-11 position? You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
