The incumbent serves as a Supervisory Management Analyst ("Chief") located in the Office of the Under Secretary for Benefits (USB), Veterans Benefits Administration. The incumbent serves as a senior advisor/assistant to the Director, Office of Executive Review, on matters relating to legislation and legislative activities; VBA's internal coordination of responses to a variety of congressional inquiries; executive correspondence; and/or written communication.

Duties

Specific duties include: Manages and oversees communications of an exceptionally complex nature, or special projects as assigned. Coordinates responses with policy offices inside and outside VA, including Executive Secretariat, General Counsel, Office of Congressional & Legislative Affairs (OCLA), National Cemetery Administration, Veterans Health Administration, Veterans service organizations and others, as appropriate. Develops, modifications, revisions, and implementation of procedures to improve the effectiveness and efficiency of program operations. Leads discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information; ordinates, monitors, and assists in the development of legislation impacting VBA and its programs. Advises Senior Leadership in the Office of the USB (OUSB) of unique conditions and issues, which affect program activities, and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations, and procedures. Plans and assigns work, sets priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate employees. Sets performance standards and appraises work of employees, identifies developmental and training needs of employees; provide and/or arranges for needed development and training. Reviews proposals, performs necessary research to clarify, request or collect needed data, determines impact of proposals, and makes appropriate recommendations. Performs a variety of duties to carry out, administer, or advise on work connected with assuring the quality of work transactions, business processes, and delivery of services needed to carry out federal government programs and functions. Reviews correspondence for technical and substantive compliance with management and department policies. Coordinates and prepares presentations for the DCoS, CoS, Principal Deputy Under Secretary for Benefits (PDUSB) and the USB. Researches and obtains needed materials and designs appropriate presentation of information. Serves as the VBA Plain Language expert and applies the appropriate style guide in reviewing a diverse portfolio of written communication, including letters, invitations, regulations, notices, policy documents, outreach materials, etc. Develops and recommends effective and efficient internal management controls and administrative practices. Reviews all proposed responses, ensuring spelling, punctuation and grammar are correct; replies and issues are concise and responsive; organization is logical; and that style is consistent and fulfills operational needs. Performs a variety of duties to carry out, administer or advise on work connected with assuring the quality of work transactions, business processes and delivery of services needed to carry out federal government programs and functions. Oversees the preparation and compilation of all Inquiry Routing Information System(IRIS) requests. Develops improved processes to meet agency deadlines and trains Executive Review staff to ensure staff are functional in the Department's electronic document systems. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/18/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience includes (but not limited to): Providing strategic communication, planning advice and consultation to higher level management and agency officials. Overseeing project management to ensure integration and coordination within established timeframes; maintain corporate goals and objectives and developing policies and plans to implement immediate and long-range goals and objectives. Performing analysis and evaluation of program effectiveness and efficiency to identify issues and make recommendations to higher level management officials. Demonstrated in work experience or training that they possess, or have the potential to develop, the qualities to successfully supervise subordinates and manage a successful operation. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel to attend meetings and conferences away from the work site. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
