About the Position: Incumbent is an Information Technology (IT) Specialist with responsibility for acquisition, contract, and financial administration of information technology (IT) systems, supplies and professional and telecommunication services for the Information Management Directorate's world-side mission. Determines the appropriate acquisition strategy, contractual vehicle and financial adequacy using various procurement methods.
Duties
Collaborate with stakeholders, sponsoring, managers, resource managers, project managers, and/or end users to build/improve the procurement of IT systems capabilities/requirements.
Develop requirement packages for submission to the appropriate acquisition support activity.
Ensure the correct use of funding for time, purpose, and/or amounts as prescribed by fiscal laws and regulations.
Analyze requests for IT services, ADP equipment and/or telecommunications equipment for operating environment.
Work with project and/or program team members to ensure timely award and delivery of a requirements.
Provide technical guidance to Contracting Officer Representatives in the performance of their procurement related responsibilities.
Dispute questionable transactions along with notification to the contracting officer and/or billing official.
Research innovative and new approaches for delivering Information Technology services to the customers to recommend adoption.
Requirements
- This position may require the incumbent work nonstandard duty hours for short mission related events.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

Basic IT Requirement:
IT-related experience demonstrating each of the four competencies as defined:

To Qualify for the GS-12 level:
Specialized Experience:
One year of specialized experience which includes:
Applying IT characteristics of computer equipment and procurement procedures.
Applying basic IT principles and practices sufficient to discuss and/or assess procurement issues to ensure resolution.
Applying IT, financial, contracting and acquisition procedures to develop procurement recommendations and/or justifications.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
