Duties

You will participate in pre-bid, pre-construction, pre-performance conference to discuss unusual construction/maintenance features and requirements for compatibility with administration of quality assurance methods and procedures. You will prepare quality assurance plans, recommends variations in standard methods and procedures to meet unusual situations, and assures adequacy of material and equipment specifications. You will conducts pre-award site visits/conferences, identifying pertinent features to potential bidders, interpreting specifications, performance schedules, invoicing procedures. Performs on-site inspections to observe work methods employed to assure: acceptable output, compliance with specifications, and to monitor and document the use of specified materials. You will investigate complaints from customers relative to service, damages, property loss and other matters that involve the contract. You will prepare contract discrepancy reports and makes appropriate recommendations for changes in the level of quality assurance and/or issuance of cure or show cause notices You will investigate customer complaints regarding service, damages, property loss and other matters which involve the contract, determining appropriate course of action, and conduct follow-up inspections to effect appropriate deficiency corrections.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to obtain and maintain a current valid United States driver`s license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing cost analysis and estimates for services; 2) Performing on-site visits of maintenance or repair projects to ensure quality of service; 3) Evaluating the contractor's work against measurable performance standards; 4) Reviewing contractor's proposal for modifications or changed conditions; and 5) Interpreting blueprints, schematic diagrams and architectural drawings. Physical Demands: Physical demands requires extended periods of driving, sitting, standing, walking, bending, kneeling, crouching, stooping, climbing ladders, entering manholes, carrying light to medium objects, going beneath buildings or on rooftops, and anything else required to properly determine and/or evaluate site conditions and scopes of work, observe the outcome of the work and services to facility systems and grounds. The work requires some physical exertion, such as walking over rough, uneven, rocky, and unstable surfaces of the type found at construction sites or other customer facilities which the employee must visit on a regular and recurring basis. The employee may be required to do some lifting, pulling, or pushing of field equipment and tools, these tools may include but not limited to ladders, odometers, and camera equipment. Routine heavy lifting is not required; however, incumbent is required on occasion to do moderate lifting (15-40 pounds). Full use of hands and legs is required for climbing, good hearing (with an aid), and eyesight (with glasses) is required to perform a satisfactory job. Work Environment: Work is usually performed in an office setting with recurring visits to job sites, contractor offices, or customer facilities. The work involves regular and recurring exposure to moderate discomforts and unpleasantness, such as high or low temperatures, adverse weather conditions, and there may be occasional exposure to dusty and dirty conditions while conducting on-site facility assessments. The employee may be assigned to observe work in areas where certain potential or harmful physical chemical agents are present. These agents may include, but not limited to fumes, lead based paints, asbestos, dust, noise, heat, ionizing and no-ionizing radiation, chemicals, etc. Office environment is in a designated non-smoking building. Moderate risks or discomforts may require special safety precautions while in the presence of construction and other industrial operations as well as environmental health risks requiring immunization. Project sites include typical job site hazards requiring personal protective equipment and compliance with AHA site regulations. Employees may be required to use protective clothing or gear (e.g., hard hats, coats, steel-toed boots, goggles, gloves or shields). The office environment is heated and appropriately lighted.
