You will serve as a SUPERVISORY MARKETING AND ADVERTISING DIRECTOR in the MARKETING DEPARTMENT of NVRECRUITNGCMD.

Duties

You will evaluate acquisition and contract support requirements to improve fleet operational capability and readiness. You will determine amount of available resources to devote to each phase of work. You will develop contract surveillance plans to monitor contract performance. You will plan and coordinate training of department personnel and identify areas where special training is necessary. You will participate in meetings to gather and exchange pertinent information. You will monitor cost effective strategies to execute organizational mission.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Manages complex projects from inception to conclusion: 2) Utilizes acquisition processes and procedures in order to review statements of work, execute task orders against the advertising contract, and evaluate contractor performance; 3) Manages advertising contracts; 4) Utilizes marketing and advertising research principles and techniques to develop advertising objectives and strategies for recruitment advertising; 5) Uses all facets of advertising to include radio, television, direct mail, Internet, newspaper, magazine, and new emerging technologies; and 6) Develops and maintains the department advertising lead systems, automated production and financial tracking system.
