You will serve as a SPECIFICATION WRITER (FSC) in the PUBLIC WORKS DEPARTMENT MID-SOUTH, FEAD DIVISION of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

You will perform contract quality assurance tasks such as on-site inspections to ensure compliance with contract specifications. You will create reports to document cost estimates, customer requirements, work scheduling, or tracking of work in progress. You will write statements of work to include estimates of labor, material, and schedule requirements. You will prepare negotiation memoranda or documents to explain the rationale and methods used in arriving at acquisition price or cost determinations.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in preparing contract documents (i.e., specifications, attachments, cost estimates, etc.) for facilities support contracts in support of sustainment, utilities, facilities services, environmental, transportation, and various base operation support service requirements; 2) Applying industrial engineering practices for defining customer requirements and translating to performance-based specifications; and 3) Evaluating price/cost data for a variety of procurement actions to prepare cost analysis and estimate reports. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

A Ph.D. or equivalent doctoral degree with a major study in a field related to the position.

OR

Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with a major study in a field related to the position.

OR

OR
