Duties
Typical work assignments include:
Executing administrative requirements, instructions, procedures, and related issues affecting administrative operations,
Assisting and training staff in completing office processes in compliance with policy.
Assisting in the development and implementation of changes and improvements.
Conducting special studies or research projects.
Preparing information for measuring accomplishments and assists in gathering metrics for reports and other evaluation products
Provides guidance and advice concerning administrative policies and management and organizational theories.
Qualifications
You qualify for the GS-09 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-07 grade level (or equivalent) performing the following duties:
1)Assisting in the execution of administrative requirements, instructions, procedures, and related issues affecting administrative operations, such as travel, fleet, purchasing, asset management, time and attendance, records management, supplies, and support to identify problems, any corrective action needed, or improve internal administrative effectiveness, support, and working relationships;
2) Assisting in the utilization of qualitative and quantitative analytical techniques in performing tasks that may include the following: literature search, work measurement, task analysis and job structuring, productivity charting, workload ratio analyses, and the development and administration of questionnaires; and
3)Compiling data to prepare and finalize reports and track monetary spending.
OR
EDUCATION:
A. Master's or equivalent graduate degree from an accredited institution that included major study in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
OR
B. Two (2) full years of progressively higher-level graduate education leading to a master's degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.B. (Bachelor of Laws) or J.D. (Juris Doctor) degree, if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the first year (total graduate education minus 18 semester hours or 27 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
You qualify for the GS-11 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-09 grade level (or equivalent) performing the following duties:
1) Assessing program development or execution and improving organizational effectiveness and efficiency of administrative support or program operations;
2) Assessing complex projects and studies that encompass the analysis and evaluation of the distribution of work among positions, organizations, and the appropriate staffing levels; and
3)Assisting in the development of strategic and operations plans.
OR
EDUCATION:
A. Ph.D. or equivalent doctoral degree from an accredited institution that included major study in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
OR
B. Three (3) full years of progressively higher-level graduate education leading to such a degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.M. (Master of Laws) degree, if related
OR

You qualify for the GS-12 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties:
1)Applying analytical and evaluative methods and techniques to measure complex administrative program operations;
2) Providing technical expertise in the development, adaptation, and application of performance measurement criteria;
3) Assisting in developing, organizing, and implementing changes and improvements in accordance with sound administrative practice and requirements;
4) Training staff in completing office processes in compliance with policy; and
5) Presenting management recommendations and negotiating solutions to disputed problems.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at the GS-12 grade level.
