This position is located in the DEPARTMENT OF HOMELAND SECURITY (DHS), UNITED STATES COAST GUARD (USCG), ASSISTANT COMMANDANT FOR RESOURCES/CHIEF FINANCIAL OFFICER (CRO) (CG-8), DEPUTY ASSISTANT COMMANDANT FOR RESOURCES/DEPUTY CFO (CG-8D), DIRECTOR OF FINANCIAL OPERATIONS/COMPTROLLER (CG-8C), OFFICE OF FINANCIAL SYSTEMS (CG-86), Washington, DC.

Duties

You will serve as the principal information technology (IT) systems specialist for the Coast Guard’s (CG) CG-86, with the responsibility for providing expert technical advice and liaising with internal and external service providers in regard to technical, sustainment, and management control considerations. You will work with appropriate internal organizations in relation to application certification, accreditation, and control efforts, to include oversight and management for CG-86.  You will also establish and maintain an understanding of the CG financial and mixed financial system architecture both internal and external to the organization and coordinate relevant support activities with full-time and contract staff.

Qualifications

To Qualify for the GS-13:  Applicants must possess specialized experience equivalent to 1 year of experience at the next lower grade level (GS-12) that is similar to experience gained in the federal sector.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to the line of work.  Examples of specialized experience include all of the following: Assisting in providing managerial direction to the development and implement of a small service-wide financial Internal Control program. Coordinating the review in internal controls, asset management and account systems. Developing, implementing and managing a robust risk management/assessment program under supervision of a higher graded specialist and/or team lead. To Qualify for the GS-14:  Applicants must possess specialized experience equivalent to 1 year of experience at the next lowest grade level (GS-13) that is similar to experience gained in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to the line of work.   Examples of specialized experience include all of the following: Providing managerial direction to the development and implementation of a service-wide financial Internal Control program. Developing, implementing and managing a robust risk management/assessment program. Establishing monitoring and reporting mechanisms to allow process owners to continuously monitor the status or controls within the organization and to report the results. Analyzing a number of alternative approaches in the process of advising management concerning major aspects of IT system design. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
