You will serve as a LEAD PROGRAMS SPECIALIST in the Programs and Integration Division (PID) of DON/AA.
Duties
You will serve as the Team Lead for all Programs teams functions, duties, and responsibilities within PID.
You will be responsible for general distribution of workload and oversight, but not the supervisor, of three GS-12 civilian employees, work as a collaborative team member, and resolve and de-conflict any problems or concerns within the team.
You will maintain program and administrative reference materials, project files and relevant background documents and make available policies, procedures and written instructions from the supervisor.
You will serve as the program manager for the Navy General Gift Fund, providing program management and policy direction for delegated authorities pursuant to SECNAVINST 4001.2K and the statutory/regulatory references therein.
You will be the Primary Reviewer and back-up Approving Official for DON/AA Defense Travel System (DTS) and resolve problems and questions on topics ranging from DTS software use, entitlements, travel policy issues, transaction problems, etc.
You will coordinate with the Directorate of Executive Travel, Office of the Admin Asst to the Sec of the Army (the DoD executive agent for passports and visas), on all issues related to or pertaining to the issuance of official passports and visas.
You will provide program management and policy direction and assistance for delegated authorities regarding Continuity of Operational programs across the Secretariat.
You will support all DON/AA activities and events when mission requirements permit attendance.
Requirements

- You will be required to possess and maintain a TOP SECRET/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Must maintain unescorted access to the Pentagon Reservation as a condition of employment.
- Travel is required for COOP indoctrinations and exercise. Travel for training only, less than two weeks per year (<5%).
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Applying analytical and non-analytical methods and techniques to evaluate efficiency and effectiveness of processes and operations and provide reports to leadership;
Applying expert knowledge of guidance and policies related to various organization programs (such as the Gift Funds Program, Defense Travel System (DTS), the Joint Travel Regulation (JTR), and the Secretary of the Navy's Continuity of Operational Programs (COOP));
Applying knowledge of Premium Class Travel, Conference Management, Managers Internal Control Program, Audits, and Passports and Visas.
