This position is located in the Health Resources and Services Administration, HIV/AIDS Bureau, Office of Operations and Management. The duty location for this position is Rockville, MD.

Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As a Lead Budget Analyst, you are responsible for managing the Bureau's budget formulation and financial management activities.
Your major duties and responsibilities include:
Coordinating all aspects of the year-end closing process, including final reconciliations, commitments and adjustments to obligations.
Leading budget formulations to include the development of the Health and Human Services Justification (HHSJ), Office of Management and Budget Justification (OMBJ) and the Congressional Justification (CJ).
Preparing budget plans, reprogramming and transfer requests, and adjustments in conjunction with the Bureau's Executive Officer.
Monitoring, and reviewing operating plans, reconciling financial data, and monitoring program spending to ensure expenditures are in accordance with pertinent laws and regulations and within programmatic and financial parameters.
Identifying potential issues and providing recommendations for resolution of budgetary problems.

Requirements
- U. S. Citizenship is required.
- All qualification requirements and time-in-grade must be met by the closing date of this announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-14: In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:
Providing technical and administrative advice to senior level management and program managers on ALL phases of federal budget execution and financial management.
OR
Providing support to managers in the federal budget formulation process, including developing budget estimates, justifications, the cost of operations, etc.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

FEDERAL BUDGET PROCESS - Understands and complies with the Federal Budget process, including budget formulation, presentation and execution.
FINANCIAL MANAGEMENT - Prepares, justifies, and/or administers the budget for program areas; plans, administers and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information f rom a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgment, and to enable strategic and leadership decision making.
