The VA Pacific Islands Health Care System is a Level 2 facility that provides access to patient care to over 130,000 veterans across a 2.6M square mile area of the Pacific Ocean delivering a full range of comprehensive health care services. The VAPIHCS operates seven community-based outpatient clinics covering seven county areas. These outpatient clinics are in America Samoa, Guam, Hilo, Kauai, Kona, Leeward, and Maui.

Duties
This position serves as the Supervisory Program Specialist located in the Department of Veterans Affairs Pacific Island Health Care System (VAPIHCS) Mental Health Department, Office of the Chief Section and is responsible for directing and supervising the administrative program management accurately, reporting trends, workload, expenses, and the effective utilization of resources for the administrative responsibilities for the operations in various departments of the Mental Health Service.
Major duties include:
Responsible for the overall supervision of the administration of the Mental Health Service, efficient distribution of workload, accurate evaluation of results and enhancement of procedures to meet workload demands.
Primary responsibility for establishment, monitoring and maintenance of all clinic profiles for the Mental Health Advance Clinical Access (ACA).
Ensures that Advanced Clinical Access is incorporated into all profiles within Mental Health Services.
Responsible to perform organizational and/or manpower utilization studies of the clerical and technical aspects of the Mental Health firms with related functions to identify and develop improvements and efficiency of manpower and methods.
Manages the Mental Comprehensive Mental Health Evaluations (CMHE) schedules for MHS access, manages the inpatient discharges for 7 days follow-ups, over see's the mandates for Mental Health Services such as no shows follow-up, insuring follow-ups calls are being done and letters are sent to veterans, responsible for the procurement of equipment and supplies.
Serves as a Contracting Officer Representative (COR) for a number of services required for the Service.
Conducts work measurement, methods and procedures, and/or engineered time standard studies of clerical, scientific, technical or professional functions of related firms with similar functions on a moderate scale.
Work Schedule: Monday - Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or educationas described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Distribute and track administrative workload; 2) Performs entry and retrieval of administrative and clinical data for analysis; 3) Provide communication, problem solving, judgement and negotiations skill set to manage a wide variety of complex and unexpected problems; 4) Understanding of daily health care operations as they are implemented in the Vista suite of applications, especially in the area of administrative data management. and 5) Effectively communicate verbally with individuals at various levels. (This experience must be well documented in your resume or application package.). OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's Degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position. Physical Requirements: The work is primarily sedentary, although there may be some physical effort may be required using computers or transporting records to other offices within the facility. The work is typically performed in an adequately lighted and climate controlled office. May require being in the hospital or clinical environment to accomplish tasks. Position may require occasional overnight travel.
