The position is in Compensation Service (CS), on the Budget and Shared Services Staff and reports to the Staff Chiefs. The incumbent serves as a technical expert and quality lead to the Chiefs and Assistant Director.
Duties
Specific duties include:
Develops processes for and executes audits and quality reviews on all major team activities including but not limited to budget formulation, budget execution, financial transactions, procurement activities, and contract management to ensure sound fiscal. Prepares and presents audit and quality data via reports and briefings to CS senior leadership.
Mentors and trains, both individually and team wide, to address quality shortfalls. Uses a wide range of analytical methods to identify team performance issues and evaluate root causes. Leads the team in evaluating options and proposes process or training solutions to achieve desired outcomes.
Develops and maintains a repository of standard operating procedures (SOPs) and training materials to ensure that staff have the tools needed to onboard quickly and maintain high levels of accuracy. Develops and maintains team wide training plan. Routinely briefs leadership on staff progress toward planned goals. Oversees team training funds and makes recommendations to leadership on funds usage to maximize impact.
Formulates, presents, executes, and analyzes organizational budgets. Serves as local expert on budgeting and financial management issues with extensive knowledge of applicable laws, regulations, and policies.
Responsible for providing expert contracting officer representative advice, guidance, insight, and direction to all levels of administrative and technical management in matters to include, but not limited to, contract procurement and acquisition policy, procedures, and documentation. Responsible for oversight of Compensation Service contracts to ensure compliance with contract requirements, agency regulations and procedures, and program directives.
Responsible for analyzing techniques, processes, and trends and developing and implementing comprehensive strategies for improving organizational effectiveness. This includes but is not limited to developing comprehensive standard operating procedures and policies and using lean six sigma (or other similar) methodologies to maximize productivity and accuracy of those captured processes.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
Specialized Experience is experience that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically in or related to the work of the position to be filled.
For GS-14: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.
Specialized experience may be characterized by:
Knowledge of the formulation, presentation, execution, and analysis of organizational budgets including audit activities,
Knowledge of contracting officer representative duties, experience analyzing a wide variety of complex data for evaluation, expertise in presenting recommendations to top management officials, and/or
Skill in mentoring/training as subject matter expert.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary, the employee sits comfortably to do the work. There may be some walking;
standing; bending; carrying of light items, such as papers, books, small parts; or boxes. No special
physical demands are required to perform the work.
