This position is located in Pension and Fiduciary (P&F) Service. Pension and Fiduciary (P&F) Service administers the pension programs and fiduciary activities for compensation, dependency and indemnity compensation (DIC) and pension beneficiaries Department of Veteran's Affairs Veterans Benefits Administration. P&F Service is responsible for the development of policy, procedures, training, and oversight of the delivery of VA pension benefits and fiduciary activities worldwide.

Duties

Specific duties include: Coordinates projects that require an understanding of the development of program policy, procedural guidance, quality and oversight plans and reviews of national programs and business systems, training, and/or analysis of workload plans for projects within the team supported. Formulates and recommends instructions, directives, guidelines, policies, plans or procedures to administer or carry out functions which support operations delivery or supporting delivery of benefits or services to Veterans. Monitors the performance and activities of assigned staff to provide high-quality and timely services to Veterans, survivors and other VA beneficiaries. Maintains close working relationships and coordination with other elements within P&F Service and VA to include the Office of Field Operations, District Offices, Regional Offices and Compensation Service. Serves as reviewing official for extremely complex claims. Makes policy level changes in claims examination. Oversees and provides expert technical review on claims policy and operations. Recommends approaches to handling claims benefits. Coordinates comprehensive studies of Pension and Fiduciary (P&F) Service programs and automated processes to ensure compliance with policy and procedural directives. Facilitates long and short-range program research involving data collection, analysis and presentation of findings to support the organization's business goals and objectives. Monitors and reports on PMC and Fiduciary Hub performance and automated system performance to identify progress towards business and agency targets. Reviews legislation to determine effect on Pension and Fiduciary programs and makes appropriate recommendations for action. Conducts studies, prepares advisory opinions on interpretation of Pension and Fiduciary laws, regulations and procedures and on completed cases Prepares logical, clear and comprehensible reports, policy, guidance and correspondence. Assists in developing and updating procedural guidance for distribution to field offices. Consults with field offices and maintains community relationships. Prepares correspondence for Members of Congress and other high-ranking government, civic and service organization officials to explain VBA policy and programs. Prepares and gives oral presentations to various audiences within Pension and Fiduciary Service, Office of Field Operations, District Offices, Regional Offices, Compensation Service, VA department-level executives, and outside agencies. Prepares briefing papers and answers Congressional and external stakeholder inquires Plans and assigns work, sets priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate employees. Leads assigned team; assesses its strengths and weaknesses and provides leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes and procedures. Research, learn and draft plans to apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/18/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Experience conducting in-depth analyses of program issues to develop and recommend instructions, directives, and program policies to support operation delivery. Analyzing complicated problems such as requirements for new Information systems, changes in management practices, and operational guidelines. Analyzing and evaluating activities to determine the direction and scope of program operations, which impact the quality and consistency of information provided to Service Members, Veterans, Survivors, and Dependents. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
