This position is being filled under the Direct-Hire Authority for the Department of Defense for Recent Graduates, Section 1102 of the National Defense Authorization Act for Fiscal Year 2019, Public Law 115-232. This position is part of the Defense Human Resources Activity, Defense Civilian Personnel Advisory Service. The incumbent may be responsible for responding to a full-range of human resources issues. Provides advice and guidance in assigned areas.

Duties

As a Human Resources Specialist (Compensation) at the GS-0201-7 some of your typical work assignments may include: Performing data collection tasks on assigned full-scale, wage change and special surveys using established operating procedures and special instructions accompanying the assignment. Performing wage surveys that include full-scale, wage change, overseas educators, and other special surveys as required. Performing administrative functions associated with the pre and post-survey process and advice and guidance relative to application of HR rules and regulations for complex technical problems and issues. Interviewing private industry firms to obtain complete and accurate information pertaining to specific job(s) and disseminating new or emerging guidance explaining rationale for new policy or interpretation. Conducting a critical evaluation of the information provided to determine internal consistency, reasonableness, and accuracy. Developing issue papers and recommendations for action on technical issues for which precedents are established. Developing formal presentation including briefings on ongoing wage and salary issues.

Qualifications

To be considered for a Recent Graduate (select one) appointment you must meet ONE of the following requirements: Complete all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution not more than two years before the date of the appointment; OR A person who has completed a period of obligated service in a uniformed service of more than four years, such term means a person who was awarded a degree not more than four years before the date of the appointment. In addition to meeting the Recent Graduate eligibility requirements, your resume and supporting documentation must support: A. Conducting research to gather clear-cut information and apply standardized analytical methods and techniques to accurately assess gathered information; OR B. One full year of graduate level education or superior academic achievement from an accredited college or university; OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18.Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
