About the Position: Perform a wide variety of analytical and administrative duties during the various Planning, Programming, Budgeting, and Execution (PPBE) phases to include formulation, justification, presentation, defense, and execution assigned areas of responsibility.
Duties
Manage all phase of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process for assigned program.
Track execution of funds to ensure that resources are allocated, obligated, and accrued in a timely manner in accordance with the requirements for which funds were issued.
Conduct detailed quarterly and year-end review of execution for assigned programs and areas of responsibility.
Prepare budget reports/data requirements, analyze and interpret information, such as deviation from planned obligations or expenditure.
Evaluate and consolidate input and ensure compliance with guidance and suspense dates.
Duties described reflect the full performance GS-13 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience GS13: One year of specialized experience equivalent to the GS12 grade level in the Federal service which includes: 1) Analyze and summarize historical data to identify trends and to assess funding requirements. 2) Experience in formulating annual programs budget estimates. 3) Budget execution experience including monitoring and tracking program allocations, obligations, and expenditure of funds. 4) Identify problem areas, researches, determines, and implements corrective courses of action. 5) Develop and recommend fund allocation procedures.
