Duties
This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Regulations. This position will either be remote or in Washington, D.C. If you are chosen for a virtual location, you will work in the state where you live and your salary will be set accordingly.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Supports planning, analysis, development, and promulgation of regulations, internal and external guidance and directives, and related communication materials.
2. Prepares briefing materials, background and analysis, information and evidence, and decision-making documentation at the appropriate level of content and detail and which require minimal revision.
3. Analyzes policies, legislation, directives, and regulations, recommending and documenting the implications to BOEM.
4. Supports the Executive Order 12866 review process. Screens and tracks documents for potential implications to BOEM existing and future activities and responsibilities.
5. Supports the drafting and scheduling of Federal Register Notices.
6. Participates in meetings and conferences with BOEM personnel; Federal, State, and industry representatives; and the general public regarding the regulations, policies and requirements.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework a set number of days per pay period subject to supervisory approval.
Salary Information for Washington, D.C.
GS-09, Step 1: $64,957.00 to GS-09 Step 10: $84,441.00 per annum.
If you are selected for a virtual location, your pay will be set for the location in which you live.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the specialized experience for the series to which you are applying.
To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Experience supporting efforts to resolve issues through collaboration with other programs or organizations.
2) Experience supporting development of written products used to brief senior decision makers.
3) Experience supporting the development of outreach materials.
Must meet all three statements.
Education can be substituted for specialized experience at the GS-09 level as outlined below.
TRANSCRIPTS ARE REQUIRED.
A. Degree: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or L.L.B. or J.D., if related.

OR
B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
