THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a FINANCIAL MANAGEMENT ANALYST-Title 5, Position Description Number T5634P01/T5635P01 and is part of the WI 115 CPTF, Wisconsin Air National Guard.
This position is in the Exceptive Service "under the authority for Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)"
Duties
GS-07:
Performs developmental assignments.
Independently performs recurring assignments of limited, but gradually increasing, difficulty and complexity.
Participates in special initiatives, studies, and projects.
Analyzes routine problems that are encountered and resolves them.
GS:09:
Processes data and performs broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems.
Analyzes and accurately processes financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques.
Analyzes and measures the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies, regulations, applicable laws and guidance; and ensures that internal controls are in place.
Executes full spectrum pay and entitlement operations (Military Pay, Civilian Pay, Accounting, and Travel Pay). Provides expert interpretation on DoD and DFAS regulatory and administrative guidelines in accordance with generally accepted principles.

Qualifications
GENERAL EXPERIENCE: All series personnel performance levels must be validated at the next higher level before being eligible for merit promotion consideration to the GS-0501 graded position and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level.
SPECIALIZED EXPERIENCE: To qualify at the GS-07 level, you must be eligible for entry into the position's financial management certification career program based on the position's GS- grade before final approval and appointment is processed. The applicant must have at least three months of basic finance program training that provided knowledge of financial principles and procedures. Basic understanding of the basic principles and concepts of the National Guard financial business program requirements is preferred. An applicant must have experiences and training that demonstrate his or her capabilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
To qualify at the GS-09 level you must must be eligible for entry into the position's financial management certification career program based on the position's GS- grade before final approval and appointment is processed. The applicant must have at least 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures. The applicant must have an understanding of the basic principles and concepts of the National Guard financial business program requirements. An applicant must have experiences and training that demonstrate his or her capabilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. The applicant must have working knowledge of laws, DOD Directives, finance regulations and financial management and operating procedures relative to the entitlements and allowances related to the payment of military personnel, civilian personnel, vendors, and travelers. Working knowledge of any of the following is preferable: the Defense Joint Military Pay Systems (DJMS) both active and reserve, Defense Travel System (DTS), Defense Civilian Pay System (DCPS), Defense Enterprise and Accounting Management System (DEAMS), Defense Military Pay Office System (DMO), Air National Guard Reserve Orders Writing System (AROWS), Automated Time and Attendance Production System (ATAAPS), General Accounting Finance System (GAFS), Reserve Travel System (RTS), Defense Transaction Interface Module Systems (DTIMS), Wide Area Workflow (WAWF), Purchase Card Online System (PCOLS) and other financial Systems as applicable.
As a condition of continued employment in the GS-0501-09 positions, dependent on each position's certification level, the employee must complete the higher financial management certification within 24 months of appointment to the position.
Education
Substitution of Education for Specialized Experience. To qualify for the National Guard GS-0501 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
AS A GENERAL RULE, ONE QUARTER COLLEGE CREDIT HOUR EQUALS .67 SEMESTER COLLEGE CREDIT HOUR.
For example, to compute the number of semester hours an applicant earned, after he/she successfully completed 36 quarter credits in accounting discipline courses by:
- Use the data point of .67 to compute Quarter Hours into Semester Hours: 36 Quarter Hours X .67 Semester Hour = 24 Semester Hours.

- May compute the number of semester hours an applicant has earned, after he/she successfully completed 36 quarter credits in accounting discipline courses:
36 Quarter Hours /1.5 = 24 Semester Hours.
