You will serve as a MANAGEMENT ANALYST in the TRANSFORMATION Office (Code 100TO) of PEARL HARBOR NSY AND IMF. Salary range GS:11 $71,877-$93,437 Salary range GS:12 $86,151-$111,996

Duties

You will serve as the Facilitator/Analyst for assigned process/performance improvement and innovation projects for day-to-day waterfront production and engineering support throughout the Shipyard as directed by the supervisor. You will accomplish a wide variety of assignments concerned with effectiveness and efficiency of programs and operations. You will be responsible for providing facilitation of initiatives and assigned projects with comparative freedom from supervision. You will direct and coordinate the efforts of assigned development and accomplishment. You will assume responsibility for the timely execution of complex performance improvement and innovation initiatives.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

FOR THE GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying qualitative and quantitative analysis to assess program effectiveness and efficiency, developing recommendations for optimizing mission effectiveness and strategic planning needs; and performing cost benefits analyses for improved utilization of resources. FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting qualitative and quantitative analysis to assess program effectiveness and efficiency; identifying trends, and developing recommendations for improvements to program mission and strategic planning needs. Successful completion of a Ph.D. or equivalent doctoral degree
