This position is located at Bureau of the Fiscal Service, Deputy Commissioner Finance and Admin, Office of the Chief Data Officer. As a Senior Business Systems Analyst (Product Manager), you will supervise administrative work efforts including providing general assistance, coordination, guidance, and recommendations to the Division Director.
Duties
As a Senior Business Systems Analyst (Product Manager), you will:
Supervise and direct the day-to-day activities within the Office of the Chief Data Officer, Data Transparency or Strategy Division, as assigned, supervising and guiding staff in executing assignments.
The incumbent is fully responsible for the product, as assigned (overseeing web development, data workflows and connections, communications, inter-agency coordination, data policies and quality concerns). Set goals and deadlines for all of the workstreams independently based on the administrative/policy direction received either from their supervisor or from engaging with entities such as OMB, other agencies, user research with the public, etc. These goals are frequently set and altered by the incumbent using an Agile approach based on new information they attain to meet any overarching priorities, goals, or guidelines/legislation. Provide oversight and approves the work for release (e.g., publication to the public).
Forecast short-term and long-term strategies, which may include timetables, milestones, and performance measurements, for ensuring that the data and product standards meet legislative mandates, executive orders, agency policies, and support federal financial management policies and processes.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.Specialized Experience for this position includes:
- Experience managing the work of others, either in a project lead or supervisory capacity; AND
- Experience implementing government-wide systems or websites to meet legislative mandates and stakeholder needs; AND
- Reviewing the impact of the establishment and implementation of new programs and procedures that support an organization and making recommendations for future implementations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
