This position is within the Veteran Readiness and Employment (VR&E) Services division. The Senior Acquisition Specialist reports to the Executive Assistant, Executive Management Officer, and the Executive Director. He/she serves as senior advisor on acquisition and procurement policies, program management, oversight, development of contractual requirements documents, formal advertising, market research, cost analysis, negotiation, and contract monitoring on a national level.
Duties
Performs duties to assure appropriation, delivery and contract oversight of necessary supplies, services, or construction to support VR&E programs and projects.
Serve as an expert in the developing of strategy and carrying out the development, drafting, estimating, and processing of requirements, specifications, and financial data used in solicitation, negotiation, and execution of contractual instruments for supplies and services requirements.
Requires the incumbent to have Contracting Officer Representative (COR) Level 3 certification.
Monitors their own contracts and can serve as an alternate or primary COR for other contracts within VR&E Service.
Acts in a lead capacity providing technical guidance to VR&E Service staff who are assigned to support individual contracting actions, i.e., the other CORs within the business line.
Assist in ensuring application of program principles and techniques related to the execution of program activities, such as planning and requirements documentation, resource management matters (budget, materials), cost analysis (life cycle cost, estimates, contractor cost, management and government monitoring procedures, cost/schedule control systems criteria) and pertinent acquisition strategies.
Serves as the National Contracts Coordinator for VR&E Service, this includes coordinating contractual actions with Office of Inspector General (OIG) and/or Government Accountability Office (GAO).
Participates in the formal process for deviations and waivers from the Veterans Affairs Acquisition Regulation and reviews and recommends the effect and impact of any proposed changes to the Federal Acquisition Regulation (FAR) as submitted by the government-wide Civilian Agency Acquisition Council.
Offers recommendations for the development of standard operating procedures, guidance, and job-aides.
Disseminates information regarding VA policy, audits, or GAO risk assessments to guide improvement and implementation of change.
Perform other duties as assigned.

Qualifications

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

Specialized Experience: Applicants must have two or more of the following skills required for this position. Specialized experience is defined as knowledge and experience in federal acquisitions regulations; methods of contracting, conduct negotiations in the pre-award and post-award phases of contracting, and/or implement and administer strategies of procuring multi-year contracts or contracts involving successive phases.
Requires: Contracting Officer Representative (COR) Level 3 certification.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
