As a Realty Specialist, you'll accomplish complex & unusual real & personal property disposal cases for customer agencies throughout the Region where significant innovation is required to successfully complete the project. Position Location: Public Buildings Service, Real Property Utilization & Disposal Division in San Francisco, Los Angeles, San Diego, Sacramento, CA, Seattle, Tacoma, WA OR Phoenix, AZ. We're currently filling 1 vacancy, but additional vacancies may be filled as needed.

Duties

Program Management: Plans, directs, coordinates, and manages selected regional property disposal projects of an especially complex, extensive or sensitive nature. Disposes of properties from assigned federal agencies, which includes requests for disposal of large or unique buildings, facilities and/or adjacent/contiguous space or lands.     Planning: Develops disposal plans and strategies by establishing the minimum acceptable requirements for the Government as well as exclusionary items. Consults with top agency officials to offer advice, recommendations, and suggestions as to the adjustment and modification of acceptable conditions and any special requirements. Receives, reviews and approves requests for transfers of excess property between Federal agencies. Project Management: Develops overall disposal schedules & plans activities in support of project requirements and objectives.  Provides timely and regular updates on project status. Develops cost and budget proposals for assigned projects. Identifies the need for technical & professional support services required to implement the disposal plan matters. Prepares scope of work statements for contractual services. Submits project schedules and plans with appropriate explanatory materials and justifications through the supervisor to Zone Manager. Prepares explanatory statements for submission to Congressional Committees in connection with proposed negotiated sales or controversial assignments. Builds market interest, compiles mailing lists of prospective purchasers, circulates invitations to bid and interviews purchasers, explaining agency policies regarding the agency’s disposal program, priorities, financing, etc.  Conducts open houses, opens bids and recommends award, or an increase in or rejection of the bids reviewed. Represents GSA at meetings and conferences with high level Federal, state, municipal institutional officials and non-profit and private industry executives. 

Requirements

  • US Citizenship or National (Residents of American Samoa and Swains Island)
  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable
  • Register with Selective Service if you are a male born after 12/31/1959

The GS-13 salary range starts at $114,044 for Los Angeles. The GS-13 salary range starts at $111,609 for San Diego. The GS-13 salary range starts at $108,473 for Sacramento. The GS-13 salary range starts at for $109,546 Seattle, WA. The GS-13 salary range starts at for $109,546 Tacoma, WA. The GS-13 salary range starts at for $102,673 Phoenix, AZ. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.  Specialized experience is experience that demonstrates knowledge and application of Federal and/or commercial realty laws, regulations, and practices performing one or more of the following: developing program guidance or standard practices for the utilization and/or disposal of excess and surplus real property; performing long and short range real property asset utilization reviews; performing real property disposal actions through a variety of means such as: direct sale by auction, sealed bid, or negotiations; public benefit conveyance; exchange; transfer; real estate transactions with nonprofit organizations; developing marketing strategies, proposals, and presentations; developing contracts for real property purchase or sale.
