This position is in Global Market Analysis (GMA), which supplies timely analysis and market intelligence to help meet USDA's trade policy, trade promotion and food security objectives. The incumbent supports the GMA Managing Director in analyzing and coordinating the Office's management functions.
Duties
The duties may include, but are not limited to:
Conducts complex studies related to management analysis, organizational dynamics and administrative program management
Provides specialized knowledge and expertise of administrative practices and programs in support of GMA and FAS mission requirements.
Conducts studies, documents findings of studies and prepares recommendations for implementation of new systems, procedures and organizational changes.
Analyzes internal processes; recommends and implements procedural or policy changes to improve operations. Designs, evaluates and recommends changes to forms, reports and plans.
Organizes and reviews reports and confers with management about format, distribution and purpose to identify problems and improvements.
Requirements
- You must be a US Citizen or US National.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
TO QUALIFY AT THE GS-07 GRADE LEVEL: Applicants must have one full year (52 weeks) of specialized experience (equivalent to the GS-05 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates the following:
Assisting with the assessment and evaluation of administrative/management policies and operations against goals and objectives to provide recommendations to senior management.
Familiarity with management and organizational principles, techniques, systems, and procedures.
Utilizing oral and written communication skills to contribute to the organization and presentation of briefings to management in order to relay management information to personnel, coordinate solutions to problems, and compose a variety of related correspondence.

Education: One (1) full year of graduate-level education or superior academic achievement.
TO QUALIFY AT THE GS-09 GRADE LEVEL: Applicants must have one full year (52 weeks) of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates the following:
Assessing and evaluating administrative/management policies and operations against goals and objectives to provide recommendations to senior management.
Applying management and organizational principles, techniques, systems, and procedures.
Utilizing oral and written communication skills to organize and present briefings to management in order to relay management information to personnel, coordinate solutions to problems, and compose a variety of related correspondence.

Education: Master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

Combination of education and experience: A combination of graduate-level experience and education.
